Skema pemanfaatan hutan di Wilayah Tertentu/WT pada KPH diatur dalam Peraturan Menteri Kehutanan RI Nomor: P.47/Menhut-II/2013 Tentang Pedoman, Kriteria dan Standar Pemanfaatan Hutan di Wilayah Tertentu pada KPHL dan KPHP. Tujuan dari penelitian ini adalah untuk menginformasikan potensi pengembangan dan pemanfaatan WT dalam wilayah KPHP Model Berau Barat untuk pengembangan skema pemberdayaan masyarakat, khususnya di Desa Long Beliu Kecamatan Kelay Kabupaten Berau. Waktu pengambilan data di lapangan dilakukan pada tahun 2013 sedangkan studi literatur pada tahun 2019. Lokasi studi di Desa Long Beliu Kecamatan Kelay Kabupaten Berau Provinsi Kalimantan Timur. Metode yang digunakan berupa studi literatur, wawancara mendalam (dept interview) dengan responden kunci (key informants), diskusi terfokus (Focus Group Discussion/FGD) dan, pemetaan partisipatif WT yang dimaksud. Data yang diperoleh selanjutnya dianalisis dengan deskriptif -kualitatif sesuai dengan tujuan studi. Hasil studi menunjukan bahwa WT yang ada di wilayah admnistrasi Desa Long Beliu, dapat dikembangkan merupa pengelolaan Hutan Desa/HD. Skema ini dipilih oleh masyarakat Desa Long Beliu sesuai dengan kondisi dan karakteristik wilayah dan kondisi sosial, ekonomi dan budaya masyarakat.

This paper examines the Forest Management Unit's (FMU) role in enhancing access to forest area utilization, especially in production and protected community-based forests, to suppress the rate of deforestation. We research five FMU in central Sulawesi. The analysis method is qualitative based on emic information from FMU, community, academic, local government, and direct field observations. This paper explains that public access in forest resource utilization is a deciding factor in helping the community face the impact of economic crises. To make it happen, the primary role of FMU is necessary. FMU Should be increasing public access to the state-owned forest by optimizing the facilitating functions. Providing investment opportunities for forest management based on the community in partnership schemes can realize a broad impact and national issues on empowering forest communities. FMU can also prioritize the partnership cooperation programs by implementing social forestry programs, instantly absorbing significant community participation.

Participatory Land Use Conflict Resolution: Efforts Towards Community Collaborative Management

This research aims to determine the causes of land-use conflicts and formulate a participatory conflict resolution model of the Forest Management Unit (KPH) of Kulawi. Through interviews with respondents using the purposive sampling method. The study included the community around the forest area, local government, KPH, Department of Agriculture, BPDAS-HL, and local government. Data analysis was stakeholder's and land use conflict by using problem trees analysis. The study results show that the battle occurred not only because of the community's factor of accessing the area illegally but also because the KPH has not performed its function correctly. Some factors cause enforcement's failure, such as lack of understanding of the area and community empowerment. Some alternative solutions desired by the community: (1) The government through related agencies should supervise forest areas, (2) Clear boundaries between community-owned land, villages, and forest areas, (3) Community empowerment by utilizing potential forest product resources and (4) Granting management rights to community's forest claimed by the community. There are two models of conflict resolution to be offered. First, the KPH needs the collaboration of parties to resolve land-use conflicts. Second, community involvement as the main subject is significant in every stage of conflict resolution. The KPH supports improving community capacity related to competence in conflict resolution is indispensable.
