The COVID-19 pandemic directly impacts workers, which causes them to experience layoffs (PHK). So there is a need for a solution to the impact of the COVID-19 Pandemic for workers who have been laid off. This article aims to analyze the views of labour law on layoffs due to the direct effects of the COVID-19 pandemic. The method used is descriptive analysis with a normative juridical approach. This article concludes that educational institutions are needed to empower workers affected by layoffs due to the impact of COVID-19, considering that educational institutions have a significant contribution during or after the COVID-19 pandemic. Strategies that are planned to achieve the goals of these educational institutions will be achieved if the system that is intended to achieve these goals are not due to an accident but by plan is accompanied by good planning, control, design and executive education to be able to produce competitive graduates apart from being relevant in the job market. Creating their job opportunities, ready-to-use, ready-to-sell, ready-to-use and independent graduates, a life skill-based education system, which equips the skills to be willing, dare to face life and life problems during or after the COVID-19 pandemic. Fair without feeling depressed even proactively, creatively, innovatively looking for and finding solutions so that they can face problems during or after the COVID-19 pandemic. “…Studies on education and training in improving ASN competence are divided into two results: effective and ineffective. In the first part, studies that state education and training effectively increase the competence of ASN include Astra et al, 2016;Mawakimbang et al, 2020;Wirotomo & Pasaribu, 2015;Laksmi & Markeling, 2014;Tulung, 2014;Amaddin et al, 2017;and Utami, 2016. In another section, 4 (four) studies deny that education and training impact the competence of ASN. This article describes the education and training of the State Civil Apparatus (ASN) in developing competence. Education and training indicators used are needs indicators, training programs, and evaluation of training programs. By using qualitative research methods, this study shows the education and training process carried out by the Personnel and Human Resources Development Agency of Takalar Regency conducts training needs analysis based on organizational analysis, employee analysis, and individual analysis. Furthermore, in the training program, development indicators classify education and training into two categories: information methods and experimental methods; however, this is not optimal because only a partnership agency (external training) is developing the training programs. In the evaluation stage, the training program is evaluated based on information at five levels: reaction, learning, behavior, organization, results, and cost-effectivity. However, so far, this has not been effective.

This study aims to determine the strengthening of the 21st Century Skills of UPBJJ Pekanbaru and Pangkal Pinang students in dealing with the ASEAN economic community (MEA). The 21st Century Skills strengthening study was motivated by the low competition in economic politics in Indonesia. The study involved 379 students selected based on study programs at the Pekanbaru Open University and Pangkal Pinang. Data in the form of opinions and statements were collected using a questionnaire in the form of a questionnaire and essay. Data obtained were analyzed qualitatively and quantitatively. The results showed that UPBJJ Pekanbaru and Pangkal Pinang students were qualitatively ready to perform 21st-century skills, including digital era literacy, inventive thinking, memorable communication, high productivity, and spiritual norms and values. Based on quantitative data, there is no significant difference in strengthening the 21st Century Skills of UPBJJ Pekanbaru and Pangkal Pinang students.
