Application of Good Governance principle is highly important in the implementation of public services in order to increase the quality of service performance. Social Prosperity Administration Bureau East Java Province as the institution that carries out grant service in their performance is still not going optimal and have to be carried out changes into better ways. This matter is occurred because of application of Good Governance principles that is carried out not maximal by the Social Prosperity Administration Bureau employees in doing services to society agency/institution/organization concerning to grant. This research aims to describe and analyze application of Good Governance principles in carrying out the grant service. This research used Descriptive Qualitative research method based on Good Governance principle according to ((UNDP), 1997) that focus on participation, rule of law, transparency, responsiveness, and accountability. The research value shows that good governance principle has been applied sufficiently optimal in grant service that carried out by Social Prosperity Administration Bureau. It is proven by the existing of the participation applications, service that is carried out under law and applicable SOP (standard Operating Procedure), creating transparency in services, responsiveness and accountability that is given by Social Prosperity Administration Bureau party to receiver grant institution. However, there are also obstacles in this grant service implementation from the application of good governance principle such as human resource that is less mastered on technology and limited employees, lack of time, limited grant budget and lack of awareness of the institution party in collecting the Accountability Sheet.

The Indonesian Smart College Card Program is a program that provides tuition assistance from the government for high school/vocational graduates who have good academic potential, but have economic limitations and want to continue to a higher education level, either D3, D4 and S1. KIP was created by the government as a complement to the Bidikmisi program, which aims to help the poor to continue to receive higher education. This study aims to look at the implementation of the Indonesian Smart Card program at the University of Riau and the factors that support its implementation. The research method used is descriptive qualitative method and uses the theory of policy implementation according to George Edward III which consists of several indicators, namely communication, resources, disposition, and bureaucratic structure. The results of this study are the finding of deficiencies that are a concern for improvement, namely in the socialization so that the implementation of the KIP program has not run optimally at the University of Riau. The supporting factors in the implementation of the KIP program at the University of Riau include communication between implementers, human resources, budget resources, equipment resources, authority resources, dispositions, and bureaucratic structures. Researchers provide suggestions that communication, especially socialization can be improved so that the implementation of this program can run optimally.

This study aims to find out how the capacity of local institutions in administering government and public services after the expansion with a case study in Kulim District, Pekanbaru City, and to find out what factors support institutional capacity in administering government and public services after the division of the sub-district area. This research use desciptive qualitative approach. Primary data were obtained directly through interviews with informants, namely the administrative staff of the regional secretariat of the Mayor of Pekanbaru, the Head of Kulim District, the Village Head of Mentangor, sub-district service staff, and community service recipients in the sub-district. The results of this study indicate that the capacity of regional institutions in administering government and public services after the division in Kulim District is sufficient. This is marked by the implementation of various activities in the sub-district in carrying out government administration, public services, and also empowering the community in Kulim District. The factors that support the institutional capacity of the sub-district after the division include organizational structure, work team, number of human resources, commitment and competence, work experience and seniority, and completeness of supporting infrastructure.AbstrakPenelitian ini bertujuan untuk mengetahui bagaimana kapasitas kelembagaan daerah dalam penyelenggaraan pemerintahan dan pelayanan publik pasca pemekaran dengan studi kasusnya di Kecamatan Kulim Kota Pekanbaru, serta untuk mengetahui faktor-faktor apa saja yang mendukung kapasitas kelembagaan dalam penyelenggaraan pemerintahan dan pelayanan publik pasca pemekaran wilayah kecamatan. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Data primer diperoleh langsung melalui wawancara dari informan, yaitu Staf bidang pemerintahan sekretariat daerah walikota pekanbaru, Camat Kulim, Lurah Mentangor, staff pelayanan kecamatan, dan masyarakat penerima layanan di kecamatan. Hasil penelitian ini menunjukkan bahwa kapasitas kelembagaan daerah dalam penyelenggaraan pemerintahan dan pelayanan publik pasca pemekaran di Kecamatan Kulim sudah cukup memadai. Ini ditandai dengan sudah berjalannya berbagai aktifitas kegiatan di kecamatan dalam melaksanakan penyelenggaraan pemerintahan, pelayanan publik, dan juga pemberdayaan kepada masrayakat di Kecamatan Kulim. Adapun faktor-faktor yang mendukung kapasitas kelembagaan kecamatan pasca pemekaran antara lain, struktur organisasi, tim kerja, jumlah SDM yang dimiliki, komitmen dan kompetensi, pengalaman kerja dan senioritas camat, dan kelengkapan sarana prasarana pendukung.
