PurposeThe purpose of this research is to identify the constraints and restrictions and their impact on the construction projects in Saudi Arabia from three key participants' perspectives for the planning stage.Design/methodology/approachUsing a descriptive-analytical approach, this research described and analyzed the frequency and severity of failure factors in construction projects in the planning stage using a five-Likert scale questionnaire in Saudi Arabia construction between 2019 and 2020. A total of 100 experts from contractors, consultants and owners were included in the study.FindingsThe findings have shown that time dispute was the major factor affecting the projects to be failed. Similarly, cost overrun and total abandonment have an impact on project failures. The findings have indicated that government officials were involved in delaying the projects while contractors also failed in the project deliveries.Research limitations/implicationsFurther research is needed to investigate the relationship between failure characteristics and project success measures in the same stage, in addition to, factors of failure for construction projects' life-cycle stages.Originality/valueThe findings have indicated that government officials were involved in delaying the projects while contractors also failed in the project deliveries.

Key Performance Indicators (KPIs) are a significant part of every successful construction project. Establishing KPIs that provide objective criteria for measuring project success is common in performance measurement on construction projects. A presumption is made that a project is successful if finished on time, within the agreed budget, and with the desired quality, often known as the "iron triangle." According to the evidence, this is far from the truth. In addition to the iron triangle, the construction industry must focus on other crucial success factors. Therefore, this study investigates the essential KPIs for construction projects in Saudi Arabia. This research employed a questionnaire survey as its major data source to determine the most critical KPIs for construction projects. The secondary data was collected from a comprehensive review of relevant literature, and the important performance indicators for construction projects in Saudi Arabia were selected and then evaluated using a questionnaire survey. The study found that the most important KPIs are Time, Cost, Quality, Safety, Sustainable Construction, Client Satisfaction, End-User Satisfaction, Risk management, Productivity of labour, and Profitability. This research adds to the corpus of knowledge on the Saudi Arabian key performance indicators for construction projects.

Challenges and Opportunities in Employing Locals in the Construction Industry: Saudi Arabia Case

The construction industry in Saudi Arabia represented around 5.5% of the gross domestic product (GDP) in 2019 and employed around 26.4% of the total workforce in the Saudi private sector; however, only 12.5% of the construction workers are locals. In 2020, unemployment has reached 15.4% among Saudi nationals. Concurrently, approximately 6.7 million workers in the Saudi private sector are non-locals. This paper investigates the challenges and opportunities of employing locals in the construction industry. A quantitative analysis of the public statistics is conducted to determine the genuine challenges and potential opportunities in replacing non-locals with locals in the construction industry. The analysis reveals that although most of the Saudi construction industry workforce (87.5%) are non-local, the construction industry practically can accommodate around 9.5% of unemployed Saudis annually based on the current distribution of unemployed Saudis and the construction labor market. The analysis, also reveals that most unemployed Saudis are college graduates with majors that do not fit to find, suitable jobs in the construction industry. Among the findings that the Saudi construction industry will continue to need a non-Saudi workforce. Furthermore, though most unemployed Saudis are college graduates, there is a shortage of Saudis with appropriate training and academic majors.
