Due to the high relevance of the offshore oil and gas fields’ de-velopment, the authorsexaminethe technology of subsea mining, which is gaining popularity in the Russian Federation. The main types of subsea production system constructions were analyzed and a number of factors, which affect the development of offshore oil and gas fields, were proposed. An algorithm for the software product was created which allows after geo-logical exploration and the discovery of industrial oil and gas recourses to optimize the planning process and to save time and material costs for the company at the preliminary stages of planning. The software product algo-rithm based on such factors asdepth and size of the field, duration of ice season of the region, remoteness of the field from the coast, the level of development of transport infrastructure and the complexity of geological structure.

Development of hydrocarbon resources in the Arctic is one of the priority tasks for the economy of the Russian Federation; however, such projects are associated with significant risks for the environment of nearby regions. Large-scale development of hydrocarbon resources in the Arctic should be based on the principles of sustainable development, which imply a balance between socio-economic benefits and environmental risks. The purpose of this study is to analyze the gaps in scientific knowledge on the issues of assessing sustainability of Arctic oil and gas projects (OGPs) and systematize the key problematic elements of such assessments. The analysis was carried out in terms of four key elements that determine the feasibility of implementing Arctic OGPs in the context of sustainable development: economic efficiency, social effects, environmental safety and technological availability. The methodology for conducting bibliometric analysis, which included more than 15.227 sources from the Scopus database over the period of 2005-2020, was based on PRISMA recommendations for compiling systematic reviews and meta-analyses. Methodological problems of assessing sustainability of Arctic OGPs were mapped and divided into four key sectors: consideration of factors that determine sustainability; sustainability assessment; interpretation of assessment results; sustainability management. This map can serve as a basis for conducting a series of point studies, aimed at eliminating existing methodological shortcomings of the sustainable development concept with respect to Arctic OGPs.

As risk and uncertainty factors have become more prominent in the already volatile energy market because of the COVID-19 pandemic, the development of Arctic hydrocarbon resources has become a debatable issue. At any rate, oil and gas companies need to improve their strategic management systems (along with the development of technologies) for the successful implementation of such complex projects. The purpose of this study was to propose the conceptual basis for transforming strategic management and planning systems of oil and gas companies so that they can successfully face global challenges when implementing offshore oil and gas projects in the Arctic as well as provide more sustainable energy sources. The article discusses the current situation with Arctic initiatives and the results of an analysis of price instability in the energy sector, along with an analysis of several megatrends affecting oil and gas companies. All this allows for presenting a conceptual vision of how a strategic management system should be transformed in order to become able to meet the requirements for implementing Arctic projects, with the emphasis being placed on sustainability, management requirements, and the key principles. The research is based on the fundamentals of strategic management and strategic planning and relies on methods such as desk study, content analysis, event analysis, comparative analysis, and factor analysis.
