 Abstract: One of the trends in the modern development of legal thought in Russia should be called an appeal to the experience of past generations. A loan agreement is one of the oldest institutions known as far as Roman law [1, 18]. A detailed regulation of legal regulation in the Russian Empire was obtained by the loan agreement in the book of the fourth volume X of part 1 of the Code of laws of the Russian Empire (hereinafter -the Code of Laws). The rules contained in the said act were valid until the October Revolution of 1917. At the end of the XIX beginning of the XX centuries. The highest established Drafting Commission developed the Civil Code Draft (hereinafter -the draft GU), the fifth chapter of the second volume of the second book of which was devoted to the regulation of the loan agreement (Articles 348-363). In the Soviet period, for the first time, a loan agreement was regulated by the Civil Code of the RSFSR of 1922 (hereinafter the Civil Code of the RSFSR) in chapter VI "Loan". It is of great theoretical and practical interest to compare the rules for regulating a loan agreement in the pre-revolutionary and Soviet periods for several reasons. Firstly, "Russian private law is at the stage of its reform" [2, 126] . Secondly, the text of the 2009 Concept states that the historical development of Russian law and the legal systems of continental law (Roman law) should be taken into account. In the article, the authors study the historical legal tradition of a loan obligation. Purpose of the study: The problems of the self-education of the person, the organization of his/her self-directed activity have deep historical roots and considered to be one of those pedagogical problems that have remained relevant regardless of certain historical conditions, being the focus of researchers for almost a century and a half. The authors have analyzed the concept of self-directed learning in Russian and foreign pedagogy, introduced the formation of self-education in domestic and foreign pedagogical science and identified the essential characteristics of self-education in different historical periods. Methodology: Our study is based on the theoretical research method – the analysis of foreign and national philosophical, historical, pedagogical literature on a problem; analysis and generalization of modern pedagogical experience; the method of the unity of historical and logical consideration of pedagogical phenomena. Results: The historical retrospective of processes of formation of self-education presented in the context of social development shows that essential characteristics of self-education are caused by a set of historical, economic, political and social factors including the entire logic of development of education in general. The author defines the essence of self-education in the context of a new paradigm of development of education – Life-Long Learning. Applications of this study: This research can be used for the universities, teachers, and students. Novelty/Originality of this study: In this research, the model of the Formation of the Concept of Self-Education in the History of Russian and Foreign Pedagogy is presented in a comprehensive and complete manner.

The purpose of the article The purpose of the study is to determine the features of factors’ development and systematization affecting the degree of innovation activity and efficiency of projects in the Russian regions. Materials and methods: The main research methods used in the article are the method of description, which allowed determining of the level and trends of Russian regions’ innovative development; the method of cluster analysis for regions’ classification by innovative activity’s parameters in order to identify the characteristics and determine the directions of the target differentiated approach to the development of innovation. Results of the research: The article presents the analysis of innovative development dynamics of the Russian regions’ industrial sector; the tendencies of scientific and innovative activity’s financing in the Federal districts; the regions’ classification by the parameters of innovative activity in order to identify the characteristics of innovations’ development and commercialization. Applications: This research can be used for universities, teachers, and students. Novelty/Originality: In this research, the model of differentiated approach problems to innovative development management in Russian regions is presented in a comprehensive and complete manner.
