This article analyzes the process of formation of the regional health care network in the metropolitan area of Vitória, Espírito Santo, Brazil (RMGV-ES), with specific focus on public hospital care, trying to characterize the current stage of structuring inter-hospital network in the State of Espírito Santo (Brazil), particularly in the Grande Vitória area. Hospitalizations were analyzed performed in hospitals of the Brazilian National Health System and the displacements of the users of these services among the municipalities that make up the RMGV. The methods adopted were the processing and analysis of data from the Sistema de Internações Hospitalares do Sistema Único de Saúde (SIH-SUS), systematized by the Departamento de Informática do Sistema Único de Saúde -Datasus. The RMGV recorded significant population flows in the use of public health services, as shown by the data collected. The largest shifts were observed between men, children and adolescents and for surgical admissions. Considering regionalization as a new principle and guideline of the health decentralization process, this article has identified changes in the process that previously pointed to the municipalization and now seeks to strengthen a regional and intermunicipal perspective for assistance to the population.

Introduction: Education in health is a key part in primary care. Health education practices are often reproduced in the context of health in a thoughtless or even automated way, which are socially determined. In this context, users and team members tend to reproduce ways to "educate", which objectives, concepts and practices can be contradictory to the principles of SUS and to the subjects' values. Knowing the representations and health education practices can contribute to the adequacy of care. Considering the present time when both the training of health professionals such as SUS consolidation must converge in their principles and practices, this study is justified by contributing to the debate on the concepts and practices of ES in the context of the ESF. Objective: To understand the representations and ES practices between users and ESF team. Material and Methods: Semi-structured quantitative and qualitative research focused on interview techniques with the theory of Social Representations as a benchmark for analysis and participant observation. Seventy-five subjects participated in four groups: a) Higher-education professionals, five nurses, three doctors and one dentist; b) eight professionals with technical training in nursing and dental health; c) ten community health workers; d) forty-eight users of ESF units. Data were analyzed using content analysis, whose categories were retrospectively established. Results: "Education" as well social value, cultural to be preserved in the family; "Health" as individual self-care; "Health education" as transmission, prescription of body care. Conclusion: The principles of popular health education can support redefinition processes of the practices analyzed.

“…No Brasil, a vigência do Sistema Único de Saúde (SUS) -com seu arcabouço jurídico e ético-político expressos em diretrizes, princípios e ideário originalmente propostos pelo movimento de reforma sanitária iniciada nos anos 1980, bem como a existência concreta de seus desdobramentos e estratégias, a exemplo da Estratégia Saúde da Família (ESF), são circunstâncias que ilustram o impulso dado à avaliação de componentes especí-ficos. [1][2][3] Nesse escopo se evidencia a expansão da pesquisa qualitativa como modalidade de investigação na saúde, notadamente a idealização de propostas metodológicas voltadas à subjetividade inerente à produção e utilização das práticas em saúde, inscrevendo-se no que aqui se demarca como pesquisa avaliativa qualitativa. [4][5][6][7][8][9] A propósito desse termo, Uchimura e Bosi 10 advertem sobre algumas dificuldades na utilização do conceito qualidade, dando origem a novos construtos, distintas definições e "tensões semânticas" presentes nas definições deste termo na literatura, consoante o que a mesma fonte define como multidimensionalidade intrínseca e extrínseca, possibilitando polarizações.…”
