ABSTRACT:The Natura 2000 network includes the sites of community importance identified by Directive 92/43/ EEC and the special protection areas defined by Directive 79/409/EEC. This network can be considered the cornerstone of the European Union (EU) nature conservation policy in order to ensure the long-term protection of endangered species in their natural habitats. The European Union has adopted an integration approach to the Natura 2000 network. The integration approach is based on combining human activities and nature conservation purposes in Natura 2000 sites and in neighbouring areas. Furthermore, the stakeholders' involvement in the site management is considered a fundamental point for the success of the network. The application of integration approach in Italy was different from one region to another, often presenting a framework where institutional actors collaborate with environmental non-governmental organizations and other groups. These stakeholders influence the Natura 2000 implementation with different strategies, increasing the complexity and unpredictability of the policy outcomes. The objective of this study is to analyse stakeholders' opinions concerning the coexistence of different human activities in the Italian Natura 2000 sites. In order to achieve this objective a semi-structured questionnaire was administered by email to 146 stakeholders. 56 stakeholders filled in the questionnaire and the collected data were statistically processed. The stakeholders assessed the importance of five human activities (nature conservation, environmental education, recreational activities, agricultural activities and forestry activities) in Natura 2000 sites through a pairwise comparison and identified the main opportunities and obstacles of the network. The results show that the most relevant activities are nature conservation and environmental education according to stakeholders' opinions. In addition, the respondents highlighted that the main opportunities are the possibility of access to EU funding and the enhancement of local green economy, while the main obstacle is the restriction of agricultural and forestry practices not adequately compensated.

Environmental vulnerability analysis is an important issue in conducting sustainable basin management. In our past study, we developed a set of criteria from three categories of factors (geographic, hydrologic, and societal) for assessing basin environmental vulnerability. According to a survey and the analytical hierarchy process (AHP) analysis, seven criteria were selected as a set of criteria, and the weights of these criteria were determined. This study adopts two different multiple criteria analysis (MCA) methods, the weighted method and the compromise method, to integrate the criteria and evaluate the environmental vulnerability of major basins in Taiwan. The results show that the Cho-Shui River Basin has the highest environmental vulnerability, no matter which method is used. However, the environmental vulnerability of the Ta-Chia River Basin is higher than that of the Tan-Shui River Basin and the Tseng-Wen River Basin when considering the measure of individual regret by the modified VIKOR method, which generates a different ranking than that of the weighted method. Stricter land-use restrictions should be placed on those basins that have higher environmental vulnerability. According to the analysis, the results of basin environmental vulnerability, land-use classification strategies can be created.

The objective of this research is to establish consistency thresholds linked to alpha () levels for HDM's (Hierarchical Decision Model) judgment quantification method.Measuring consistency in order to control it is a crucial and inseparable part of any AHP/HDM experiment. The researchers on the subject recommend establishing thresholds that are statistically based on hypothesis testing, and are linked to the number of decision variables and  level. Such thresholds provide the means with which to evaluate the soundness and validity of an AHP/HDM decision. The linkage of thresholds to  levels allows the decision makers to set an appropriate inconsistency tolerance compatible with the situation at hand. The measurements of judgments are unreliable in the absence of an inconsistency measure that includes acceptable limits.All of this is essential to the credibility of the entire decision making process and hence is extremely useful for practitioners and researchers alike. This research includes distribution fitting for the inconsistencies. It is a valuable and interesting part of the research results and adds usefulness, practicality and insight. The superb fits obtained give confidence that all the statistical inferences based on the fitted distributions accurately reflect the HDM's inconsistency measure.
