The Contribution of Mosque-Based Sharia Cooperatives to Community Well-Being Amidst the COVID-19 Pandemic

Mosque-based sharia cooperatives are Islamic microfinance institutions with two unseparated financial and social missions. They have unique characteristics not found in other cooperatives and financial institutions and could become the ideal institutions for the community, especially in the COVID-19 pandemic. However, to date, researchers have neglected this phenomenon. Therefore, this study explores the contribution of mosque-based sharia cooperatives during the COVID-19 pandemic to the community’s well-being. The researchers employed participant observation and semi-structured interviews to collect the study data and then interpreted them using an inductive approach. This study showed that mosque-based sharia cooperatives had several critical contributions to community well-being during the pandemic, including cheap financing with the <em>qardhul hasan</em> contract, refinancing and rescheduling loan, delivering basic food packages through zakat funds and cross-subsidies, carrying out social services, and health education. The findings confirm previous research indicating that mosque-based sharia cooperatives significantly improved community livelihood. Furthermore, this study contributes to the expanded understanding that sharia cooperatives integrated with mosques augment their contributions to community well-being in the pandemic.

Qardhul Hasan is one of the alternatives for usury-based loans (debt). Islamic economic principles forbid a loan with interest. The aim of loan transactions through Qardhul Hasan is used to help increase the country's economic growth. This working paper aims to explain the concept of Qardhul Hasan management. The management of Qardhul Hasan can be implemented from zakat, infaq, sadaqah, and waqf funds. One of the main regulations in carrying out the management of Qardhul Hasan is the DSN-MUI Fatwa No. 19/DSN-MUI/IV/2001 concerning al-Qardh. With a descriptive qualitative approach, this study aims to explain the implementation of the Qardhul Hasan contract at BAZNAS, BWI, and other Islamic financial institutions. BAZNAS and BWI are Islamic financial institutions in Indonesia that are active in implementing Qardhul Hasan in their operational activities. Therefore, the result of this research will also explain the differences in the management of Qardhul Hasan in BAZNAS Semarang Regency and BAZNAS Tulungagung Regency. This research is necessary to do because this study provides a descriptive perspective to explain the advantages of each of these Islamic financial institutions in detail. Moreover, the result of this study would become a comparison of each of the management of these Islamic financial institutions that can be input for every other Islamic financial institution.

Islam requires its people to be able to set aside some of their assets to those who are entitled, including zakat, infaq and alms (ZIS). In addition, the distribution of zakat serves to help the poor in fulfilling their daily needs. Therefore, the more muzakki who pay zakat, the welfare of mustahik will increase optimally. Welfare is based on the concept of maqasid sharia which includes all aspects related to the afterlife, namely religion, soul, mind, lineage and property. This study aims to analyse the distribution mechanism of ZIS funds at Yayasan Indonesia Mulia Bekasi and the implications of the distribution on the welfare of mustahik. This research used descriptive qualitative method with primary and secondary data approach. Primary data was obtained directly through interviews. While secondary data was obtained through observation and documentation. The results of this study indicate that the distribution of ZIS funds at the Indonesia Mulia Bekasi foundation has been effective and on target so that the funds can be allocated according to the needs of each program. In addition, the distribution of zakat funds has a significant impact in improving the welfare of mustahik, especially orphans and poor people.
