Water governance systems must be effective in establishing policies capable of guiding decision making. Their framework needs to weigh the intrinsic complexity of inter-scale and multi-level interactions. Aspects such as decentralization and stakeholder engagement are pillars to be considered. In shared river basins (international or national), there are challenges to overcome since there is a need for managing water at different scales and multiple levels. This study aims to analyse the degree of implementation of the National Water Resources Policy in a shared federal basin in Brazil (the São Francisco River Basin) considering the basin as a whole (macro level) and its micro level (the 34 sub-basins that compose it). Multi-level interrelationships in the implementation of water policy are analysed. To this end, OECD Water Governance Principle 2 (“Manage water at the appropriate scales”) is considered as the basis for this analysis. An adaptation of the OECD Water Governance Indicator Framework methodology is used to classify the 34 sub-basins at different stages of water policy implementation. The outcomes indicate deficiencies in the process of water policy implementation in sub-basins. There is a need for better interactions at the federal, state and river basin levels to strengthen the governance system.

In developing countries, the urbanisation process occurs with empirical urban management, a high increase of impermeable areas, and a lack of connection between water resource management and planning. In Brazil, concentrated rainfall and ineffective urban drainage systems add to this context and may impact the population with flash floods. Although sustainable drainage systems (SuDS) are widely used for flood mitigation, it is still not very well known how those strategies behave in semi-arid regions, where most of the time the weather is very dry. In Brazil, flood mitigation still mostly involves structural measures such as larger pipes or channels, with limited guidance for SuDS use due to the great resistance to change by citizens and managers. This study sought to analyse the efficacy of SuDS in Campina Grande, a semi-arid region of Brazil. A land-use and legislation-based methodology was developed with physical, climate, hydrological and governance data for three catchments and 312 sub-catchments in 30 applications and simulations. Simulations suggest that these strategies would be appropriate for semi-arid regions, with reductions in the flooded area, flooding volume, and impacts. This study is of relevance for cities with a similar climate to reach a sustainable level of urban drainage services, supporting the integration of urban planning and water resources management.

A articulação entre municípios que integram a unidade de planejamento da bacia hidrográfica é de suma importância para uma gestão hídrica participativa e inclusiva. Em Pernambuco, o Plano Hidroambiental da bacia do rio Capibaribe é vanguardista no Estado, à medida que traça diagnósticos e delimita planos de investimentos para alcance da sua sustentabilidade, prevendo a participação de múltiplos atores, entre os quais encontram-se as prefeituras. Nesse contexto, este artigo objetivou desenhar uma proposta de articulação intermunicipal para otimizar o monitoramento das ações previstas no Plano Hidroambiental do Capibaribe. Para tal, foram utilizados os métodos de análise documental e observação participante, possibilitando ainda a identificação do Eixo que demanda maior atuação das prefeituras, o qual foi utilizado como base para concepção da proposta. Os resultados mostraram que a ausência de articulação contribui para um monitoramento menos eficaz, que pode ser aperfeiçoado por meio de um sistema integrador que permita também a troca de experiências entre os gestores no âmbito da bacia.
