This paper set out to investigate the ways training and development impacts on firm innovative performance as well as the moderating role of knowledge transfer received on training and development and firm innovative performance, using a sample of 229 foreign subsidiaries of multinational enterprises (MNEs) operating in China. We adopt hierarchical linear modeling, and the results of the study reveal that both on-the-job training and development and off-the-job training and development have an influence on the firm innovative performance. Also, the empirical results of the study demonstrate that the moderating effect of tacit and explicit knowledge received on the relationship between both on-the-job training and development and off-the-job training and development and firm innovative performance are stronger. This paper shows that continues updating of skills, ability and knowledge of the workforce through on-the job training and development and off-the job training development programs might boost creativity and innovation of business organizations.

Open innovation (OI) has been appointed as a key factor to promote innovative performance, but some research gaps remain especially when it comes to SMEs in developing countries. This article deals with (1) the effect of formalization of innovation strategy on OI activities in SMEs, (2) the impact of OI activities on SMEs’ innovative performance, and (3) the moderating role played by control on the relationship between inbound and outbound activities and the innovative performance. OI encompasses a range of innovative methods and procedures in firms to stimulate internal innovation and widen the external use of innovation (inbound and outbound). In this work, an empirical study is carried out on 543 Ecuadorian SMEs. The results show that the formalization of the innovation strategy promotes OI activities, both inbound and outbound. While outbound activities carried out by SMEs enhance innovative performance, this positive effect is only identified for inbound open innovation activities when control exists and increases, acting this variable as a moderating factor. These results have important implications both for the management of companies and the development of public policies aimed at promoting OI in SMEs in developing countries. This research contributes to the literature as it deals with a developing country context and considers a wide range of OI activities.

Este estudo analisa os efeitos do uso dos orçamentos estático e flexível na inovação de processos e produtos. Uma survey foi realizada com gestores de empresas beneficiadas pela Lei n° 11.196, de 21 de novembro de 2005, denominada de Lei do Bem, e obteve-se 133 respostas válidas. Para testar as hipóteses aplicou-se a modelagem de equações estruturais, por mínimos quadrados parciais. Adicionalmente, fez-se a análise de mapas de importância-desempenho. Os resultados indicam relação positiva e significativa tanto do orçamento estático como do orçamento flexível com inovação de processos e inovação de produtos. O orçamento estático apresenta maior importância em prol da inovação de processos, enquanto o orçamento flexível exibe maior importância na inovação de produtos. De maneira geral, os achados reforçam a complementaridade dos orçamentos estático e flexível em relação à inovação tecnológica. Esses resultados contribuem para a literatura de Sistemas de Controle Gerencial, em específico sobre a utilidade dos orçamentos, além de contribuições práticas para a gestão, como no caso das empresas inovadoras beneficiadas pela Lei do Bem.
