According to New Urban Agenda, the spatial plan has been promoted as an instrument to strengthen urban resilience. In the context of urban flood resilience, flood management measures could be incorporated into the spatial plan to address inundation and flood risks. However, the existence of a spatial plan does not necessarily reduce inundation and flood risks due to the ineffectiveness of spatial plan implementation and/or insufficient flood management measures. This study aims to examine flood management measures within Bandung’s spatial plan in achieving urban flood resilience in the future. We combine flood management measures framework and characteristics of urban system resilience as an analytical framework. The effectiveness of flood management measures is highly associated with the topographic characteristics and the combination of measures selected in suitable locations. We use thematic analysis to identify flood management measures in Bandung’s Spatial Plan and compare the result with the spatial distribution of future inundation and flood risks data from the previous study. We reveal that flood management measures in Bandung’s spatial plan have not been selected and located based on ecological constraints and future inundation information. This study demonstrates the importance of flood risks information to formulate an effective spatial plan for urban flood resilience.

Flood Disaster Mitigation Efforts in Pidie Jaya District, Aceh Province to Support National Security].This study was conducted to analyze flood disaster mitigation efforts in Pidie Jaya District to support national security. This research used a qualitative method and descriptive analysis. The data used in this research were primary and secondary data. Primary data was obtained through interviews conducted online using the zoom meeting application on March 22-25, 2021 involving several agencies in Pidie Jaya District such as, Badan Penanggulangan Bencana Daerah (BPBD), Dinas Lingkungan Hidup, Badan Perencanaan Pembangunan Daerah (Bappeda), dan Dinas Pekerjaan Umum. Secondary data is obtained through documents held by agencies related to flood disasters. The results of this research indicate that the Pidie Jaya District Government has made mitigation efforts for flood disasters such as coordinating with related sectors, identify disaster-prone areas, conduct socialization and provide education on disaster management, as well as strengthen structures in the cliff areas of Krueng Meureudu, Krueng Putu, and Krueng Jeulanga. However, these efforts did not run optimally because one of the factors causing the flooding had not been eliminated. The solution that can be offered by the author is that it is necessary to make contingency plans and documents for disaster-prone areas, an early warning system for flood disasters, as well as legal strengthening for illegal logging actors in the upstream area of the river which is one of the factors causing flooding.

Despite spending ample resources and procedural development in flood management, flood losses are still increasing worldwide. The losses caused by floods and costs incurred on management are two components of expected annual damages (EAD) due to floods. This study introduces a generalized approach for risk-based design where a range of probable floods are considered before and after a flood mitigation measure is implemented. The proposed approach is customized from the ISO Guide 31000 along with additional advantages of flood risk visualization. A Geographic Information System (GIS)-based design of a flood-protection dike is performed to exhibit the risk redistribution. The Chenab River is selected for the existing dike system. Detailed hazard behaviour and societal vulnerability are modelled and visualized for a range of all probable floods before and after the implementation of flood-protection dikes. EAD maps demonstrate the redistribution of induced and residual risks. It can be concluded that GIS-based EAD maps not only facilitate cost-effective solutions but also provide an accurate estimate of residual risks after the mitigation measures are applied. EAD maps also indicate the high-risk areas to facilitate designing secondary measures.
