“…A straightforward way to test whether applying the PPFS in other languages would lead to item bias would be to collect additional data in other language contexts and test for DIF between the German and the translated versions of the PPFS. Moreover, not only the language of the PPFS may pose a problem but also the fact that the PPFS was constructed for measuring PPF in the context of German grid expansion, where the planning and approval procedure is highly formalized and where there is a high degree of informally organized protest, for example, in the form of local citizens' initiatives (Kopp, 2017). Although the wording of the PPFS items was fairly general, we cannot exclude the possibility that the scale might provide less reliable results in other countries with different planning and decision-making procedures, which is why the performance of the PPFS in Germany should be compared with its performance in countries with different types of planning and approval procedure.…”
