RESUMOOs sistemas de drenagem urbana destinam-se a evitar ou reduzir a ocorrência das inundações e alagamentos. Contudo, a gestão deste instrumento é complexa junto às prefeituras, realidade encontrada na bacia hidrográfica do rio Itajaí Açu, que é a região mais afetada por desastres hidrológicos no Estado de Santa Catarina. Realizou-se uma pesquisa em 27 municípios da bacia em 2012 e comparou-se a um estudo semelhante desenvolvido em 1998. Observou-se que a drenagem urbana geralmente é atrelada ao setor de obras, com intervenções de natureza eminentemente estrutural e pontual, desvinculada de um planejamento abrangente. Em 2012, os gestores não consideraram a ausência de um Plano Diretor de Drenagem Urbana como um problema, contrariando frontalmente o que prevê a literatura técnica do Brasil e do mundo. A maioria dos municípios possui assoreamento nos cursos d´água, mas a manutenção e o desassoreamento destes sistemas não são realizados com periodicidade. De modo geral, os principais problemas das prefeituras relacionam-se à falta de recursos, o que inviabiliza uma gestão eficiente da drenagem e da presença de corpo técnico qualificado. O panorama encontrado foi semelhante em ambos os anos da pesquisa, ou seja, a evolução na gestão da drenagem urbana não foi significativa em um horizonte de 14 anos. A drenagem urbana permanece com um papel secundário dentro do saneamento ambiental, mesmo em uma das principais bacias hidrográficas brasileiras afetadas por desastres naturais, demonstrando que a falta de noção técnica do problema é um dos principais entraves à sua adequada gestão.

However, the management of this instrument is complex with municipalities, a reality found in the Itajaí Açu river basin, which is the region most affected by hydrological disasters in the State of Santa Catarina.
