Este artigo discute de forma teórico-conceitual o plano diretor municipal e o planejamento estratégico municipal, instrumentos de planejamento em uso atualmente, que constituem o que se pode chamar de utopias contemporâneas para a questão urbana brasileira. Preliminarmente, contextualizando cada um deles num cenário maior de políticas urbanas. A discussão é fruto de estudos de casos que contaram com a participação dos autores. O plano diretor, mais comumente entendido pela urbanística contemporânea e pela política urbana brasileira, é contextualizado por meio das suas alterações conceituais e processuais após o estabelecimento das diretrizes do Estatuto da Cidade. Já o planejamento estratégico é abordado numa visão atual da administração pública, ainda compromissada com os interesses da maioria da população, mas igualmente obrigando-se a adotar práticas de efetividade até então restritas ao setor privado. Ressalta-se na conclusão que tais instrumentos ora são valorizados, ora esquecidos na prática urbana nacional.
O artigo resulta de uma refl exão sobre trabalhos anteriores no âmbito de atividades desenvolvidas junto a administrações municipais e de outras referências acadêmicas sobre a temática. Parte-se do pressuposto de que existe uma complexa e cumulativa agregação de responsabilidades ao gestor urbano brasileiro e, sem ainda poder constatar um presente igualitário e capaz de conciliar interesses ambientais e sociais ao longo do período analisado, reconhecem-se indícios de mudanças positivas naquilo que diz respeito a mudanças há muito desejadas. O enfoque dessas análises é o da gestão urbana voltada ao atendimento básico e tradicional a demandas da sociedade urbana. Para tanto, inicialmente faz-se uma retrospectiva sobre a gestão urbana no Brasil, entre os anos de 1970 e 2010, numa tentativa de síntese de 40 anos de um processo urbano que se intensifi ca e se complexifi ca, reconhecendo nele quatro possíveis fases ou momentos que possuem certas especifi cidades internas. Em seguida, procede-se à descrição de um cenário sobre as práticas urbanas para a próxima década, que poderiam explicar o atual contexto de melhores indicadores, anunciando, antes de uma situação ideal, melhoras signifi cativas se comparadas com um passado pouco distante. Reconhece-se a difi culdade e limitação de tal empreitada, porém esta é realizada com o único intuito de provocar um debate sobre o que se fez e como tal esforço pode apontar para uma nova cidade brasileira.
Resumo: O artigo objetiva trazer ao debate a relação literatura e cidade como campo interdisciplinar de pesquisa. Serve-se de revisão bibliográfica sobre essa relação e, a partir da seleção de dois autores -Machado de Assis e Graciliano Ramos, analisa como a produção cientifica nacional em teses e dissertações defendidas entre 2000 e 2015 se apropria desse potencial investigativo. Adicionalmente, toma o caso de Graciliano Ramos para a identificação de possíveis caminhos metodológicos neste campo interdisciplinar. O debate sobre trabalhos que integrem ou possam integrar literatura e cidade indica que, se, por um lado, há uma recorrência de concordâncias sobre a riqueza dessa interdisciplinaridade; por outro, é reduzido o número de pesquisas com essa perspectiva específica. Mais que isso, é possível observar que áreas tradicionalmente afeitas ao urbanismo gestão urbana, design, arquitetura e planejamento não estão presentes no restrito número de pesquisas que foi possível selecionar, havendo uma concentração exclusiva na área da própria literatura. Interdisciplinaridade. abstRact:This article aims to start a debate on the relation between literature and cities as an interdisciplinary research field. It is developed based a bibliographic review on such relation and, guided by a selection of two Brazilian authors, Machado de Assis and Graciliano Ramos, analyses how the national academic production in dissertations and thesis -defended thought 2000 to 2015 -refers and takes advantage from this rich interdisciplinary. Additionally, we take the work and public life of Graciliano Ramos to identify possible methodological paths in such interdisciplinary field. In the search of researches that combine interests in literature and cities, we could observe that, on one side, there is a consensus on the importance of different multi scientific approaches; on the other it is reduced the number of researches adopting this procedure. More than that, it is possible to conclude that areas closely connected to urbanism, like urban management, design, architecture and planning are absent in the restrict number of researches considered appropriated for this discussion.
