The idea that most immigrant receiving countries face a crisis of control has become pervasive since the 1990s, when neoliberal globalisation, as well as securitarian and nationalist policies, gained space. Due to the several contradictions and inefficiencies of the global circulation framework, most countries are exposed to uncontrolled migration, including the North and South European ones. The challenge is stronger when borders separate regions with uneven development levels and the economic cycle is expanding. When irregular migration occurs, the basic ex-post policy choices are limited to ignore the problem, enact deportation strategies or create mechanisms for regularisation.In Southern European countries, irregular immigration became endemic. Until the mid-2000s, the most frequent policy approach adopted in these migration regimes was the enactment of extraordinary regularisation processes. Since then, some nations adopted an ongoing regularisation model. Using Portugal as a reference, we intend to examine how such processes were implemented and why they have been enacted. Because the features of the Portuguese case share elements with other countries, some comparative analysis is developed and positioned at the global European level, to evaluate the convergence or divergence hypothesis and the blurring of migration regimes’ boundaries.

Smart Specialisation Strategies and Regional Convergence: Spanish Extremadura after a Period of Divergence

Smart specialization strategies are a new EU approach to cohesion policy, meant to deliver growth and development at EU national and regional level. Bearing in mind its focus on place-based development strategies, this paper intends to shed some light on its appropriateness to tackle uneven development and regional growth divergence. The paper showcases Spanish Extremadura growth trajectory. Extremadura is a poor region in the European context that between 2008 and 2014 diverged from the EU average, despite being eligible for EU funding as a convergence region by cohesion policy. In the 2014–2020 programming period, there was a positive dynamic at the beginning, but from 2017 onwards convergence stopped, which indicates that thematic and regional programmes have not delivered results or have not compensated for higher growth level of other Spanish regions. Moreover, research and innovation strategies for smart specialization (RIS3) seem to have limited impacts on place-based economic transformation in less developed regions. From this example, the suitability of the smart specialisation strategy as the core of cohesion policy in the programming period is discussed. It concludes that this strategy is interesting for intermediate development regions with some industrial base but does not seem appropriate as a convergence driver for poorer regions.

Diante de um cenário de crise de representação, no qual, é crescente o sentimento de descrença nas lideranças políticas tradicionais que se reflete em um significativo êxito eleitoral de lideranças de uma nova extrema direita; o presente artigo visa compreender esse panorama, apresentando brevemente os conceitos de democracia e populismo, buscando, subsequentemente analisar dois expoentes da extrema direita, o bolsonarismo no Brasil, e o partido português “Chega”, através do uso da metodologia qualitativa com um importante levantamento bibliográfico, que tem por finalidade a construção de uma pesquisa comparada. Explorando a hipótese de que apesar da pluralidade do fenômeno da nova extrema direita, grande parte do discurso dos diferentes atores políticos deste fenômeno pode ser considerado convergente.Palavras-chave: Extrema direita; Brasil; Portugal.ABSTRACTFaced with a scenario of crisis of representation, in which the feeling of disbelief in traditional political leaders is growing, reflected in a significant electoral success on the part of leaders of a new extreme right. This article aims to understand the panorama, briefly presents the concepts of democracy and populism, subsequently seeking to analyze two exponents of the extreme right, Bolsonarism in Brazil, and the Portuguese party “Chega”, with qualitative methodology and an important bibliographic survey, aiming to the construction of a comparative research. Exploring the hypothesis that despite the plurality of the phenomenon of the new extreme right, much of the discourse of the different political actors of this phenomenon can converge.
