“…The most common weaknesses, identified in the literature were also identified in the present system. Such weaknesses are associated with public participation in the process [42,58,102,103], considering alternatives [42,104], and cumulative impact assessment [101,103], as well as monitoring [35,104]. “…Given the multidimensionality of effectiveness in EIA, there has been a growing tendency towards simultaneous evaluation to better understand the dimensions interactions as well as associated tradeoffs (Almeida & Montaño, 2017;Chanchitpricha & Bond, 2013). While procedural effectiveness is the most studied in the literature (Loomis & Dziedzic, 2018), authors often nd it insu cient for effective EIAs, since EIA is envisioned to in uence decision-making to incorporate sustainable considerations into project design (Glasson & Therivel, 2019).…”

“…What constitutes EIA effectiveness however, is much debated. There is ongoing interest in the performance of EIA and sustained speculation about its environmental and socio-economic benefits ( Almeida and Montaño, 2017 ). The last 50 years of EIA practice has failed to achieve its desired outcomes, and there are serious criticisms about its effectiveness ( Almeida and Montaño, 2017 ; Morgan, 2012 ).…”
