Evaluation of the effectiveness and performance of environmental impact assessment studies in Greece

The forest road network contributes to all aspects of the management and protection of natural ecosystems, such as fire protection and access to settlements, infrastructure and forest recreation. This has led to a constant demand for new roads and increased road density in forest areas. However, due to the environmental impact of such roads, a tool that takes into account all the parameters that they affect and evaluates the spatial distribution of forest-road-induced disturbance is needed. The present research highlights a multi-criteria evaluation (MCE), based on a spatial approach that utilizes geographical information systems (GIS), for estimating both the impact of the forest road network and the absorptiveness of the natural environment for that impact. The University Forest of Taxiarchis, Greece, was selected as it combines both timber production and recreation characteristics. Primary data were collected through the management plan for the area and the road network was categorized. A variety of factors regarding forestry, wood extraction methods and production, and social and topographical criteria were examined and scored based on their weighting factors. The results regarding the impact and the absorptiveness were analyzed in order to assess the spatial disturbance. The analysis showed that the spatial environmental impact of the forest roads is crucial and that MCE methods should be applied in environmental impact assessment (EIA) in order to support decision-making systems (DMS) for new road construction and to enhance environmental integration.

Objetivo: Analisar a produção recente da literatura sobre avaliação de impactos socioambientais e as percepções de profissionais que atuam no licenciamento ambiental visando evidenciar fatores para aprimoramento. Metodologia: Trata-se de um estudo com abordagem mista (quantitativa-qualitativa). Os dados foram coletados de profissionais que atuam no licenciamento ambiental do Distrito Federal, aplicando-se o método de levantamento de opinião por questionários estruturados. Também foi realizada revisão sistemática da literatura para comparar os resultados acadêmicos com as percepções dos profissionais. Resultados e conclusão: A percepção negativa do licenciamento ambiental dos profissionais que atuam licenciamento ambiental endossa os resultados de trabalhos acadêmicos que têm focado nos problemas da efetividade desse instrumento. Embora a percepção dos profissionais seja negativa, a maioria acredita que o instrumento é importante para a mitigação dos impactos socioambientais negativos. Medidas de aperfeiçoamento foram sugeridas na pesquisa. Implicações da pesquisa: Evidencia fatores que interferem na efetividade do licenciamento ambiental e propõe recomendações de aprimoramento do instrumento em consonância com os princípios do desenvolvimento sustentável. Originalidade: O trabalho contribui com o debate acadêmico sobre os fatores que interferem na efetividade do licenciamento ambiental, promovendo subsídios para aprimoramento do instrumento e para o processo de tomada de decisão dos gestores públicos.

The CO2 reduction promise must be widely adopted if governments are to decrease future emissions and alter the trajectory of urban mobility. However, from a long-term perspective, the strategic vision of CO2 mitigation is driven by inherent uncertainty and unanticipated volatility. As these issues emerge, they have a considerable impact on the future trends produced by a number of exogenous and endogenous factors, including Political, Economic, Social, Technological, Environmental, and Legal aspects (PESTEL). This study’s goal is to identify, categorize, and analyze major PESTEL factors that have an impact on the dynamics of urban mobility in a rapidly changing environment. For the example scenario of the city of Larissa, Greece, a Fuzzy Cognitive Map (FCM) approach was employed to examine the dynamic interactions and behaviors of the connected criteria from the previous PESTEL categories. An integrative strategy that evaluates the interaction of linguistic evaluations in the FCM is used to include all stakeholders in the creation of a Decision Support System (DSS). The methodology eliminates the uncertainty brought on by a dearth of quantitative data. The scenarios in the study strands highlight how urbanization’s effects on sustainable urban transportation and the emergence of urban PESTEL actors impact on CO2 reduction decision-making. We focus on the use case of Larissa, Greece (the city of the CIVITAS program), which began putting its sustainable urban development plan into practice in 2015. The proposed decision-making tool uses analytics and optimization algorithms to point responsible authorities and decision-makers in the direction of Larissa’s sustainable urban mobility and eventually the decarbonization of the urban and suburban regions.
