This study analyzed how irrigation expansion in the São Francisco Hydrographic Region (SFRH) could affect water availability in four physiographic regions: Upper, Middle, sub-Middle, and Lower SFRH. The Brazilian National Water Resources Plan (PNRH) is the main policy for water resources in Brazil. The PNRH, however, did not evaluate how the expansion of the irrigated area could affect water demand. We use a detailed computable general equilibrium model (CGE), applicable to Brazil, to simulate expansion scenarios in irrigated areas for 2025 and 2035, according to the Water Resources Plan for the São Francisco River (SFP). Simulations were carried out for areas deemed potentially suitable for irrigation. The Climatic Water Balance (CWB) was estimated for the SFRH to compare water supply and water demand. Results suggest that cities located in the Upper and Middle São Francisco Regions would present greater irrigation potential due to water availability and proximity to large irrigated areas. The comparative result of the CWB and the CGE model shows water availability problems in the states of Alagoas and Pernambuco, in particular, cities located in the São Francisco Lower Region.

O projeto da transposição das águas do rio São Francisco foi concebido com o objetivo de garantir a segurança hídrica no semiárido. Contudo, a obra promoveu uma significativa mudança no tocante ao reordenamento social ao longo dos canais, afetando direta ou indiretamente comunidades e populações tradicionais em seus modos de vida e relações sociais, repercutindo sobre o acesso à água, o uso do solo e aspectos relacionados à produção. O presente artigo busca refletir sobre os impactos desse projeto em relação à privação do acesso à água por parte das famílias afetadas e os conflitos socioambientais decorrentes do deslocamento compulsório e do reassentamento das populações impactadas. Para isso, utilizou-se a abordagem quanto aos conflitos socioambientais no sentido de que grande parte do ônus do projeto recaiu sobre determinado grupo social – no caso, as populações locais. O estudo realizado (por meio de questionário e observações) com as famílias reassentadas na Vila Produtiva Rural Lafayete, no município de Monteiro (PB), demonstrou que, mesmo tendo sido beneficiadas (com a vila situada às margens dos canais da obra), as famílias ficaram privadas do acesso à água por quase três anos após a chegada ao reassentamento, demonstrando o descaso da ação governamental com as populações tradicionais no contexto dos grandes projetos de desenvolvimento.

The São Francisco River (SFR) flow has been partially transferred to dryland catchments in Northeastern Brazil (NEB), to help deal with recurrent regional water shortages. However, the influence of this water transfer on overexploited aquifer systems had not been investigated. Our goal was to assess the groundwater recharge and the potential of the SFR water transfer to increase groundwater availability by channel transmission losses in the Medium aquifer (2,166 km²) in the state of Ceará (NEB). We developed integrated surface-groundwater modelling to improve estimations of the groundwater resources (GR), considering the spatio-temporal variability of infiltrated rainfall for aquifer recharge. Surface hydrology and aquifer recharge were simulated by a process-oriented hydrological model (WASA), and groundwater flow by MODFLOW. The annual recharge (66 mm/y) was approximately twice the amount of water abstracted (1990-2016). This abstraction rate indicates a sustainable use of groundwater. However, the annual recharge dropped to 13.9 mm/y from 2012 to 2016, a drought period. MODFLOW accurately reproduced the decrease of groundwater level, driven by both low recharge and high pumping rates during the drought. We found that SFR transfer could decrease the stress on GR during a prolonged drought. However, this additional recharge (6.89x106 m³/y) did not compensate for the relevant decrease of the hydraulic heads in areas that do not surround the receiving streams. Therefore, the water transfer would represent an additional recharge source, but it would not alone solve the issue of the unsustainable management of GR.
