JEL Code: F15; C68; I32; R59.In this paper we address the issue of how trade integration can affect poverty and income distribution in Brazil. The analysis is conducted through a static General Equilibrium and Microsimulation Model of Brazil, calibrated with the PNAD 2001 data. The model comprises 112,055 Brazilian households and 263,938 adults, distinguishing 42 activities, 52 commodities, and 27 regions. The FTAA formation is simulated, and its impacts upon poverty and income distribution in Brazil analyzed. Results point to the fact that even a large shock like the one simulated wouldn't have a strong impact on poverty reduction in Brazil, although the results are concentrated on the poorest households. Neste trabalho, estima-se os parâmetros de uma função de custos translog, que se mostrou adequada para representar a estrutura de custos do setor de produção de frangos de corte no Brasil. Os coeficientes encontrados foram utilizados para calcular as economias de escala no setor. Os dados do estudo são de corte transversal, obtidos a partir de pesquisa de campo em uma amostra de 229 avicultores nos principais estados produtores do país. No trabalho são apresentados, também, alguns resultados relativos às características das propriedades da amostra pesquisada, que permitem inferir sobre os resultados encontrados. As estimativas de economias de escala obtidas para o modelo de custos translog apontam uma escala ótima de produção de aproximadamente 110 mil quilos de frango vivo ou 3.500m² de aviário. Conclui-se que o tamanho ótimo da exploração, obtido no trabalho empírico, é menor que o sugerido por algumas empresas de abate do setor. Estas propriedades, com produções superiores, estariam operando com deseconomias, o que poderia ocasionar uma certa pressão dos produtores por uma melhor remuneração da atividade. As evidências sugerem, também, que algumas características da pequena produção podem minimizar a importância destas economias.
In this paper we estimate the parameters of a translog cost function for the broiler production activity in Brazil, to infer about scale economies in the activity. Cross-section data is used, from a survey of 229 producers in the main producing regions. Other characteristics of the producers surveyed are also discussed. Our estimates of scale economies show an optimal scale of production around 110 thousand kilos of live hens, corresponding to a 3,500 m² plant area. The paper points to the conclusion that the optimal size of exploitation is smaller than that suggested by some processing industries. Larger scale farms would be operating with diseconomies of scale, what could generate pressures for price increases in the future. The evidence suggests also that some small-scale producers characteristics could help minimize the importance of operating under optimal scale
This study analyzed how irrigation expansion in the São Francisco Hydrographic Region (SFRH) could affect water availability in four physiographic regions: Upper, Middle, sub-Middle, and Lower SFRH. The Brazilian National Water Resources Plan (PNRH) is the main policy for water resources in Brazil. The PNRH, however, did not evaluate how the expansion of the irrigated area could affect water demand. We use a detailed computable general equilibrium model (CGE), applicable to Brazil, to simulate expansion scenarios in irrigated areas for 2025 and 2035, according to the Water Resources Plan for the São Francisco River (SFP). Simulations were carried out for areas deemed potentially suitable for irrigation. The Climatic Water Balance (CWB) was estimated for the SFRH to compare water supply and water demand. Results suggest that cities located in the Upper and Middle São Francisco Regions would present greater irrigation potential due to water availability and proximity to large irrigated areas. The comparative result of the CWB and the CGE model shows water availability problems in the states of Alagoas and Pernambuco, in particular, cities located in the São Francisco Lower Region.
This article deals with the social implications of ethanol expansion in Brazil. The evolution of the labor market in sugarcane production in the country is analyzed together with its regional patterns of expansion, to illustrate how changes in the recent expansion are modifying the traditional pattern of labor demand in the activity. At the same time, the distributional effects of sugarcane expansion, as well as it's impacts on food security and land use change was approached with the aid of general equilibrium simulation models. The analysis shows that both the average earnings and the average years of schooling in sugarcane production are actually higher than in general agriculture in Brazil, and that this is linked to the growing increase in production in the Southeast and Central-West. Sugarcane production in these regions is more capital intensive and has a much higher productivity than in other traditional regions in Northeast Brazil. The study concludes that the expansion in sugarcane production according to actual patterns does not have a negative effect on poverty, and has only minor impacts on food prices and deforestation. The increase in the regional economic imbalances within the country appears to be the problem that requires attention. JEL classifications: Q02, Q180, Q230
Resumo: Neste trabalho analisou-se o problema da manutenção, no longo prazo, dos produtores de leite na atividade. Foram analisados estabelecimentos nos estados de Rondônia, Tocantins e Rio de Janeiro. O objetivo do trabalho foi verificar a existência de economias de escala entre os produtores de leite. A função que apresentou melhor aderência aos dados foi a de custo translog. Os fatores de produção considerados foram: capital, terra, trabalho e custeio. A análise econômica mostra a dificuldade de sobrevivência dos estabelecimentos no longo prazo. Isto ocorre porque a relação capital imobilizado/produção é muito alta. Os resultados da regressão revelam que a grande maioria dos produtores da amostra está na faixa de economias de escala, sendo que apenas 3,4% destes estão na faixa de deseconomias de escala. O ponto de custo mé-dio mínimo foi obtido com média diária de 487 litros por dia. Outro grupo composto por 10% da amostra está mais próximo do ponto de custo médio mínimo e apresenta produção diária entre 183 e 487 litros por dia. E finalmente, o último grupo apresentando uma produção inferior a 180 litros/dia. Este grupo pode reduzir de forma significativa os custos aumentando a produção e, usufruindo assim das economias de escala.
O objetivo deste trabalho é analisar a competitividade da produção de algodão entre o Brasil e os Estados Unidos da América (EUA) com base nos custos de produção agrícola, tomando como referência a safra 2003/04. No Brasil, os dados foram coletados por meio de painéis com agentes do sistema produtivo, nas regiões de Campo Novo do Parecis (MT), Primavera do Leste (MT) e norte do Paraná. Os dados dos EUA são de fontes secundárias. Os resultados apontaram que, no Brasil, há maior competitividade, com alta produtividade, mas os custos considerados altos por hectare. O risco da cultura é elevado, devido às margens estreitas e aos sunk cost. Nos EUA, há menor produtividade, custos relativamente altos e margens negativas na maioria das regiões. Os dados indicam que a sustentabilidade do setor algodoeiro nos EUA é artificial, dependente de ajuda governamental.
This study aims to analyze the competitivity of the cotton production in Brazil and United States of America (USA) in terms of production costs, taking into consideration the 2003/04 crop season. In Brazil, data were colleted in "panel conferences" in the state of Mato Grosso (Campo Novo do Parecis and Pimavera do Leste) and also in the north of the Parana state. USA's data came from secondary sources. The results showed that Brazil has a better competitivity, with good productivity, but high costs per hectare. The risk of the culture is high, given the short margins and the sunk costs. In USA, the average productivity is smaller than in Brazil; the costs are relatively high and the margins are negative in most regions. Results show that the sustainability of the cotton industry in USA is artificial, and dependent of government support
