This paper aims to examine the technology gap efficiency of small-scale rice processors in Anambra State, Nigeria. The research was conducted through a survey of 100 small-scale rice processors in Anambra State. Data were collected with structured questionnaires and analyzed using descriptive, stochastic frontier analysis, stochastic meta-frontier model, and inferential statistical techniques. The study revealed that important variables to rice processing present in the state are paddy, firewood, water, and huller. Concerning the economic-specific factors, the cost of grading and other processing assets contributes to inefficiency. The results equally showed that the technology gap efficiency of small-scale rice processors in the industry is tied to or tangential to the frontier output, meaning that the processors in Anambra State are making use of the best technology available. The average efficiency index for the processors in the industry was 0.506, implying that their output is below potential by 49.4%. The results also revealed the technology gap efficiency for the participating and non-participating processors as 0.924 and 0.983, respectively, meaning that the participants need to close an 8.0% gap, and the non-participants need to close a 2.0% gap. These gaps are caused by the high cost of processing equipment, high cost of input, and inadequate infrastructure, among others contributing factors. The paper concluded that the average meta-technical efficiency (0.498) of small-scale rice processors in Anambra State is low and needs to be improved through the provision of adequate technology, training, and infrastructure to bring the current industrial production capacity to 100.0%.

Sustainable Manufacture of Bearing Bushing Parts

Bearing bushing parts are used to support other rotating moving parts. When these bearing bushings are made of bronze, their inner cylindrical surfaces can be finished by turning. The problem addressed in this paper was that of identifying an alternative for finishing by turning the inner cylindrical surfaces of bearing bushing parts by taking into account the specific sustainability requirements. Three alternatives for finishing turning the inner cylindrical surfaces of bearing bushings have been identified. The selection of the alternative that ensures the highest probability that the diameter of the machined surface is included in the prescribed tolerance field was made first by using the second axiom of the axiomatic design. It was thus observed that for the initial turning alternative, the probability of success assessed by using a normal distribution is 77.2%, while for the third alternative, which will correspond to a Maxwell–Boltzmann distribution, the probability of success is 92.1%. A more detailed analysis was performed using the analytic hierarchy process method, taking into account distinct criteria for assessing sustainability. The criteria for evaluating the sustainability of a cutting processing process were identified using principles from the systemic analysis. The application of the analytic hierarchy process method facilitated the approach of some detailed aspects of the sustainability of the alternatives proposed for finishing by turning the inner cylindrical surfaces of bearing bushings, including by taking into account economic, social, and environmental protection requirements.

Multiple-criteria decision making (MCDM) methods have been widely employed in various fields and disciplines, including decision problems regarding Sustainable Development (SD) issues. The main objective of this paper is to present a systematic literature review (SLR) on MCDM methods supporting decisions focusing on the achievement of UN Sustainable Development Goals (SDGs) and the implementation of the 2030 Agenda for Sustainable Development in regional, national, or local contexts. In this regard, 143 published scientific articles from 2016 to 2020 were retrieved from the Scopus database, selected and reviewed. They were categorized according to the decision problem associated with SDGs issues, the MCDM methodological approach, including the use (or not) of fuzzy set theory, sensitivity analysis, and multistakeholder approaches, the context of MCDM applications, and the MCDM classification (if utility-based, compromise, multi-objective, outranking, or other MCDM methods). The widespread adoption of MCDM methods in complex contexts confirms that they can help decision-makers solve multidimensional problems associated with key issues within the 2030 Agenda framework. Besides, the state-of-art review provides an improved understanding of this research field and directions for building a research agenda for those interested in advancing the research on MCDM applications in issues associated with the 2030 Agenda framework.
