Abstract: RESUMO O programa de biocombustível foi iniciado em 1975 e aprimorado bastante em 1979/81 como uma reação aos aumentos de preços do petróleo e às quedas simultâneas de açúcar. Ele nunca se tornou economicamente viável, mas sempre deve sua existência ao apoio estatal que, por sua vez, foi justificado pelos poderosos interesses do açúcar.
