PurposeThe purpose of the article is to analyze the influence of output control, autonomous motivation and controlled motivation on task performance of public servants at home office owing to the COVID-19 pandemic.Design/methodology/approachA survey was conducted based on the perception of 236 public servants, and structural equation modeling (SEM) technique was used for data analysis.FindingsBoth autonomous motivation and output control are positively and significantly related to task performance.Research limitations/implicationsThe present study expands the literature with information about individual performance and management control, which can be related to the control, motivation and task performance of public servants at home office in a pandemic context.Practical implicationsThe results could offer a basis for understanding how managers can deal with the challenges while at home office. They can also provide managers with information that they can use to build management strategies to foster the performance of public servants at home office.Social implicationsHome office can decrease commuting to a central workplace, alleviate traffic problems and reduce car pollution. It also allows for business continuity in the face of storms and pandemics.Originality/valueMost studies about home office, COVID-19 and task performance have addressed personal, professional and organizational characteristics. However, little is known about the analysis of combinations of the following constructs: output control, autonomous and controlled motivations, and how both affect task performance of public servants.

RESUMO Objetivo: Identificar e discutir os desafios enfrentados por graduandos de enfermagem de uma instituição de ensino superior pública durante a pandemia da COVID-19. Método: Estudo exploratório, transversal, quantitativo, realizado com graduandos de enfermagem de universidade pública, em Recife, Pernambuco, Brasil. A coleta de dados ocorreu entre julho de 2021 e fevereiro de 2022, mediante questionários exclusivamente digitais. Procederam-se às análises descritivas e aos testes estatísticos, como Kolmogorov-Smirnov, Qui-quadrado e teste exato de Fisher. Resultados: Participaram do estudo 112 graduandos de enfermagem, maioria do sexo feminino, idade média de 20,9 anos, cor/raça branca, solteira, sem filhos, com rendimento familiar de até três salários-mínimos. Os principais desafios foram: dificuldade na adaptação ao ensino remoto, alterações na rotina diária, distração com assuntos não discutidos nas aulas, medo e/ou ansiedade em relação à pandemia, dificuldade de apoio familiar, influência do isolamento social no interesse nas aulas, necessidade de programas institucionais de apoio financeiro e psicológico e incentivo governamental à divulgação de medidas contra o coronavírus. Desafios como dificuldade no manuseio de equipamentos tecnológicos e preocupações financeiras estiveram estatisticamente associados às variáveis posse de computador e notebook, qualidade de conexão à internet e ambiente de estudos privativo. Conclusão: O estudo suscitou reflexões que emergiram de um cenário de crise sanitária e educacional, indicando que a pandemia da COVID-19 provocou relevantes desafios para aprendizagem de estudantes de graduação em enfermagem.

The pandemic has resulted in changes to public policy, particularly in public budgeting. This is the case not only at the central level but also at local and village government levels. The challenge of changing public policy also occurs in the fiscal policy sector. Village governments are required to reallocate their budgets for activities to handle the pandemic and post-pandemic economic recovery. Hence, this article aims to describe changes in village government budgeting policy changes from the perspective of punctuated equilibrium in public policy studies. The data in this study were obtained through focus group discussions and secondary data collection. The study found that the political equilibrium of a policy cannot last forever. Policy changes occur if there is a change in the agreement between policy-making actors. Public policy changes have so far been understood to occur slowly and gradually. However, this article proves that it can occur drastically and within a short period of time.
