ABSTRAK. Implementasi Program Sanitasi Lingkungan Berbasis Masyarakat (SLBM) di Kabupaten Banyumas belum mampu mencapai tujuan kebijakan. Indikasinya adalah aksesibilitas masyarakat terhadap program yang belum merata serta tata kelola kelembagaan yang belum efektif. Hal tersebut disebabkan sistem kelembagaan program belum mampu mengelola interaksi sosial diantara berbagai pihak yang terlibat. Akibatnya mulai dari perencanaan sampai dengan pengelolaan program belum dilakukan berdasarkan kebutuhan masyarakat. Oleh sebab itu dibutuhkan sistem kelembagaan yang mampu mengelola interaksi sosial diantara berbagai pihak. Model yang tepat bagi penguatan kelembagaan program SLBM adalah model sistem kelembagaan yang mampu membangun administrative network yang sinergis dan luas antar berbagai stakeholders. Berdasarkan kondisi tersebut. penelitian ini menghasilkan model bagi penguatan kelembagaan melalui pendekatan collaborative governance.Kata Kunci: collaborative governance, kinerja kelembagaan, program berbasis masyarakat. Penelitian ini bertujuan menganalisis kegagalan bisnis pemerintah desa dalam pengelolaan Badan Usaha Milik Desa (BUMDes). Bisnis pemerintah desa salah satunya dapat dilihat dari pengelolaan BUMDes. Mengelola BUMDes berarti pemerintah desa menjalankan sebuah bisnis publik karena memanfaatkan dana desa sebagai modal utama BUMDes. Prinsip bisnis pemerintah yang paling penting adalah adanya relasi yang baik antara pemerintah dan pelaku bisnis. Oleh sebab itu penelitian ini berfokus menjawab pertanyaan bagaimanakah relasi yang dibangun antara pemerintah desa dan pelaku bisnis yang ditunjuk dalam pengelolaan BUMDes di Kabupaten Banyumas. Relasi yang dimaksud dalam hal ini adalah hubungan bisnis antara pemerintah desa dan pengelola BUMDes. Metode penelitian yang digunakan adalah deskriptif kualitatif. Informen penelitian ini meliputi unsur pemerintah desa, pengelola BUMDes dan juga masyarakat desa yang pernah berhubungan dengan BUMDes. Hasil penelitian menunjukkan bahwa relasi yang dibangun antara pemerintah desa dan pengelola BUMDes di Kabupaten Banyumas belum mengarah pada relasi bisnis yang saling menguntungkan. Penyebabnya adalah ketidakmampuan pengelola dalam memberikan nilai lebih kepada pemerintah desa. Pengelola masih menempatkan dirinya subordinat pemerintah desa, sehingga tidak memiliki kewenangan untuk melakukan berbagai inovasi. Pemerintah desa masih cenderung mendominasi peran mereka dalam pengelolaan BUMDes. Relasi bisnis yang mestinya dilandasi semangat entrepreneurship, etika bisnis dan kejelasan peran masing-masing pihak belum muncul dalam relasi antara pemerintah desa dan pengelola BUMDes.
This research aimed to determine the challenges faced by the rural creative tourism sector in recovering from the impacts of the COVID-19 pandemic. Before the pandemic, this sector was well-developed and provided many contributions to the local economy. However, the pandemic has badly inhibited the development of the rural creative tourism sector. This study used a post-positivist qualitative approach in which the researchers collected the data based on the formulated cross-sector collaboration theory or conceptual framework, which was then reconfirmed. Interviews with several informants consisting of creative tourism actors and regional tourism officials were conducted to identify the challenges in cross-sector collaboration. The research findings showed that cross-sectoral collaboration was required to figure out the impacts of activity restrictions on the local economy during the COVID-19 pandemic. Nonetheless, the limited government budget and the absence of appropriate empowerment strategies for rural creative tourism were obstacles faced by the creative tourism sector in trying to recover from the impacts of this pandemic. We can conclude that an effective collaborative strategy model should build on the assets of local village communities and other strategic sectors, such as education, media, technology and business. This could be adaptively performed through local government support and village government policies in response to the COVID-19 pandemic, by maintaining opportunities to help the creative tourism sector in rural areas to recover. Badan Usaha Milik Desa (BUMDes) sebagai salah satu lembaga sosial ekonomi yang paling dekat jangkauannya dengan masyarakat desa memiliki peran sosial penting dalam penanganan dampak pandemi COVID-19. Tujuan kegiatan pengabdian kepada masyarakat berbasis riset ini adalah untuk menguatkan kapasitas peran sosial BUMDes dalam penanggulangan dampak ekonomi COVID-19. Metode yang digunakan adalah sosialisasi peran sosial BUMDEs dan pendampingan. Implementasi kegiatan ini meliputi sosialisasi tentang peran sosial BUMDes dan manajemen distribusi paket sembako, masker, dan sabun. Evaluasi sebelum dan setelah kegiatan menunjukkan pengurus BUMDes mengalami peningkatan kapasitas peran sosial dalam penanganan dampak ekonomi COVID-19. Hasil lainnya adalah pemanfaatan potensi desa untuk pengadaan paket sembako. Dengan cara ini, BUMDES dapat menjalan bisnis sosial yang memberikan dampak terhadap kesejahteraan masyarakat. Peran sosial ini perlu dioptimalkan agar BUMDes tidak hanya dilihat dari sisi kegagalannya dalam menjalankan fungsi ekonomi komersial.
