This article aims to look at the challenges and constraints faced by the government to eradicate poverty through the 1AZAM programme. 1AZAM is a major programme introduced by the Malaysian government beginning in 2010 to help the poor to increase their income and break out of poverty. This qualitative research employs unstructured interviews which involves using random sampling from 53 participants to examine the level of participant's earnings before and after participating in the programme. In addition, in-depth interviews are also conducted with two government implementing agencies managing the 1AZAM programme to identify the constraints and challenges faced by these agencies in implementing the programme. The data that has been analysed using textual analysis find that participants income level increases after participating in the programme. However, there are challenges and constraints faced by the participants in their effort to increase their income. The challenges and constraints encountered in the programme can be divided into four. Firstly, the Key Performance Indicator (KPI) does not meet the Poverty Line Income set by the country. Secondly, a waste of government allocation in the programme. Thirdly, eKasih, the national poverty database needs to be fine-tuned. Finally, the incomprehensive monitoring method for 1AZAM participants. The 1AZAM programme is found to be very helpful to participants to increase their income. However, these four points should be considered by the implementing agencies so as to maximize the impact on those target groups.

Poverty is not something new issue for a country. Poverty is seen as a problem that could negatively impact on a country. Malaysia also cannot escape from this poverty problem. Malaysia is a country where the Moslem people are majority and they are permanent resident. Therefore, from the perspective of Islam, poverty had been seen as a social disease [1]. According to the post' or scholars' statement, one of the ways poverty can be overcome is the implementation of the community development program. One of the community development programs in Malaysia that for farmer and house hold that involve in agriculture is called AZAM Tani. A study was conducted on participants AZAM Tani (Agricultural AZAM) areas of Seberang Perai, Penang. AZAM are words in Malay language. It is also short form and stand for End Time of The Poor. The method used was census. A total of 54 respondents were found. The results showed that the AZAM Tani program is able to help increase knowledge. Then with the knowledge that the participants had, they are able to raise their level of skills. This can be seen in the results of Spearman correlation indicating the relevance of knowledge to the implementation of the program and the relevance of relationship knowledge and skills with r = 0.612, p < 0.05. This relationship is positive. The study also shows an increase in the income level of the respondents.

The intervention of grassroots development initiatives embedded with microcredit programs have seen the emergence of the relationship between socio-economic development and women empowerment, thus suggesting a solid conceptual link to women's empowerment. This chapter provides a discussion on the quality of life and women empowerment among low-income households in Malaysia. The focus is on how entrepreneurial development initiatives, rolled out by both the government and microcredit/developmental organizations, impact the quality of life and women empowerment of these households.
