Brownfield Opportunity Area (BOA) in New York State was one of the beginnings of integrated approach of environmental protection and planning to distressed area struggling with brownfield sites in the United States. This research examines BOAs in the city of Buffalo as a case study.The BOA process requires a master planning based on environmental information including soil/groundwater contamination and in-depth market analysis of the target area.
