As organic farming gains more popularity across the world, it is important to discuss the underlying trends of its development in Ukraine, who is an important agricultural producer. Organic farming may have lower environmental pressures-therefore, we seek to identify the major trends in the production and sales of the organic agricultural products in Ukraine. In this study, data on the production structure, costs, and selling prices from Ukrainian enterprises are analyzed. Conventional and organic enterprises are contrasted in order to identify the possibilities for the development of organic agriculture in Ukraine. Our results suggest that enterprises that use organic farming in Ukraine tend to produce higher output per hectare, as opposed to those engaged in conventional farming. However, labor profitability remains low in labor-intensive organic farming, especially in larger companies, and organic products remain a low percentage of Ukraine's agricultural exports. This calls for further study into the development of organic production and consumption in the domestic market, as well as the implementation of appropriate certification practices in order to ensure the growth of organic exports.
The purpose of the article is to develop conceptual foundations for the formation of a state mechanism to stimulate the development of environmentally sensitive agribusiness in Ukraine. It is emphasized that organic production in other countries receives significant state support. In addition, farmers view growing organic products as a factor that reduces risks and stabilizes prices for end products. Still, every country has its own specific features of providing state support. In some regions of France, subsidies can be obtained to cover the costs for certification and inspection, whose volume also varies from region to region. In addition to subsidies, producers of organic agricultural products can also apply for a tax credit. France has a method that compensates for the farmers’ losses from their transition to organic production, both in terms of individual costs and the profit margin. In the United States, the Agricultural Services Agency (FSA) funds the conversion of a farm to organic production and reimburses all the expenses associated with that production. Specific examples of state support for organic production in China, Thailand, Sri Lanka are given. In Ukraine, state support for environmentally friendly production is suggested to be grounded on three key blocks. Firstly, it should expand the demand and thus support consumers. Secondly, the state should design a support mechanism for producers. Thirdly, a separate set of issues should include strategic measures to shape the image of organic products in the market. For each set, specific measures have been identified that can be implemented by the government. It is suggested to divide ecologically oriented products into two groups: green products, which are produced without using chemicals; and certified organic products. The necessity to develop green tourism in Ukraine is also emphasized.
В статті досліджуються особливості виробництва органічної продукції. Авторами визначено поняття органічного виробництва. Виявлено, що органічна продукція підлягає сертифікації, бо без цього документу продукт не буде визнаним як «органічний». Підкреслюється, що зміни передбачають окреме положення стосовно підтримки виробників органічної продукції за трьома напрямками: виділення бюджетних субсидій з розрахунку на одиницю оброблюваних угідь або одну голову ВРХ, відшкодування до 30% вартості витрат на проведення сертифікації органічного виробництва і відшкодування до 30% вартості витрат на придбання, дозволене на використання придбання добрив, насіння, кормів. Сприяння розвитку органічного виробництва в Україні – один із пріоритетів діяльності уряду. Спільно з громадськими організаціями, міжнародними проектами, уряд України буде працювати над вдосконаленням законодавчої нормативно-правової бази. В найближчих планах Міністерства – робота щодо запровадження державної підтримки виробників органічної продукції. Проаналізовано, що органічна продукція, що вводиться в обіг та реалізується, повинна маркуватися державним логотипом для органічної продукції. Державний логотип для органічної продукції наноситься виключно на продукцію, вироблену відповідно до законодавства України у сфері органічного виробництва, обігу та маркування органічної продукції, що підтверджено сертифікатом, що засвідчує відповідність процесу виробництва продукції та її обігу вимогам законодавства у сфері органічного виробництва, обігу та маркування органічної продукції. З’ясовано, що органічне виробництво є пріоритетним напрямом розвитку сільського господарства, дозволяє реалізувати концепцію збалансованого розвитку агросфери за рахунок соціально-економічної і природно-ресурсної збалансованості і має на меті забезпечення суспільства безпечними та якісними продуктами харчування, а також збереження та покращення стану навколишнього природного середовища. Отже, органічне виробництво забезпечує вихід екологічно безпечної продукції, яка є результатом органічного виробництва – процесу, що забезпечує вирощування сільськогосподарської продукції, використовуючи лише біологічні ресурси та не завдаючи шкоду навколишньому середовищу. Переваги органічної продукції в тому, що вона корисна для здоров’я та екологічно безпечна.
