The purpose of the article is to present a new approach to building a competency model for a specialist in library and information activities. Methods used in the work: analysis and generalization of the content of domestic and foreign sources on the problem of professional education.The article presents an analysis of the lists of competencies of the Federal State Educational Standard, opinions of specialists in the field of library and information activities, an approximate list of the scientific (academic) library specialist’s competencies, prepared in 2017 by employees of SPSL SB RAS at the request of the St. Petersburg State Institute of Culture representatives.It is concluded that, taking into account numerous discussions about FSES and the professional standard of a specialist in library and information activities, it is necessary to combine the efforts of representatives of the professional community for to achieve consensus in this area and update the existing regulatory framework. It is also advisable to consider the possibility of creating competency profiles that would form the basis for the above-mentioned documents and ensure interests of organizations providing training in the field of library and information activities and institutions-employers.Novelty. Complex approach is proposed to build a competency model for a specialist in library and information activities, based on integration of approved regulatory documents and employers’ requests: for each group of competencies the basic minimum should be determined (approved by the federal authorities responsible for the state supervision and ensuring compliance of requirements in composition of labor functions, knowledge and skills in approved documents) and the variable part, ensuring compliance of competencies being formed with particularities of libraries of various types (public, academic, special).This requires development of a regulatory framework in the field of library and information activities (updating existing and developing new documents). The proposed competency model correlates with regulatory documents.Practical significance: a competency model is proposed, within which educational organizations, institutions of the library and information sphere can jointly form an effective process for training specialists.
The lag of Russia in the development of the fifth technological order has had a dramatic impact on research and technological libraries. Until the early 1990s, they were rightfully considered unique access points to relevant scientific knowledge, and now they are experiencing an acute crisis, looking for their place in the radically changed landscape of scholarly communicationsThe article identifies the main challenges that led to the crisis. The aim of the study is to find answers to these challenges, namely: new tasks that libraries can take on and that will be in demand by the scientific community. However, their solution is possible only after mastering new competencies and providing necessary resources. To systematize this picture, a matrix of tasks, resources and competencies is constructed.
The issues of library specialists’ competencies in the aspect of Federal State Educational Standards (GEF) are examined, the problems of determining competencies and their composition taking into account the requirements of the digital economy and the professional standard are identified. It is stated, that at present only lists of competencies of the Federal State Educational Standard are to be considered as the basic model of library specialists’ competencies. It is proposed to implement a number of special measures for to form the professional community’ consolidated position concerning the competences and their determination due to the type of the library and workers’ professional status.
The article is devoted to the history of the study, there are determined the criteria and approaches to identification of the scientific schools in the area of library and information science, bibliography science and bibliology. There are presented scientific schools, established by now at the SPSTL SB RAS.
In the modern world, global changes are taking place in all spheres of society, including economy, science, education and culture. In this regard, a detailed analysis and comprehension of ongoing processes become relevant to develop a specific strategy. In 2021, the Ministry of Science and Higher Education adopted the Order «On the approval of the nomenclature of scientific specialties for which scientific degrees are awarded <….>”; the nomenclature of scientific specialties was published, where specialty 05.25.03 «Library Science, Bibliography science and Bibliology» was not reflected (among pedagogical, historical, philological, technical sciences). This document came next to a draft nomenclature of scientific specialties (2020), which was widely discussed by the scientific community. The library community and representatives of university science carried out a number of activities aimed at changing the situation. The authors recreate the picture of forming and growing the profile scientific specialty, including its presentation in the nomenclature of scientific specialties for which scientific degrees are awarded since 1957; analyze statistic materials on post-graduate training of highly qualified scientific personnel and activity to defense dissertations in 1999–2020; generalize and assess the data, consider the problems and vectors of this specialty development to justify the inclusion of the specialty «Library Science, Bibliography Science and Bibliology» in the new nomenclature of scientific specialties to continue the training of highly qualified scientific personnel in graduate school, and to carry out specialized research. The article argues that the consequences of the ongoing reforms in science have led to transformations, slowing down the rotation of scientific personnel, extinguishing the activities of dissertation councils and scientific schools in library science, bibliography and bibliology in the regions and complicating the development of library and information science in general.
The article explores the question of recurrent vocational educational in the frame of library-information space. The novelty of the research is to extend the increase of scientific knowledge concerning the study of professionalism of library-information space and the role of recurrent vocational education in this process. Results on the demographic indices of students that were trained in The State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences are reported. The article emphasizes the role of additional vocational education in library-information space. The library community of Russia is actively involved in the formation of a system of continuing professional education. The constant increase in the requirements for qualifications and level of professionalism encourages young professionals and silver librarians to regularly engage in professional development. Changes taking place in the society have a significant impact on libraries functioning. The areas of activities of scientific libraries that provide information support to scientists and specialists are expanding and modifying, which requires upgrading professional competencies of employees, causing constant professional development of their human resources and intensifying methodological support of activities. The State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS), being the scientific and methodological center of the Siberian Branch of the Russian Academy of Sciences (SB RAS) libraries, initiated work on elaboration of a concept for developing human resources of libraries included in the library system (59 libraries of local library subsystems of Novosibirsk, Buryat, Irkutsk, Kemerovo, Krasnoyarsk, Omsk, Tomsk, Tyumen and Yakutsk scientific centers). The article presents a draft concept proposed for discussion, which provides characteristics of the current situation. The concept defines goals, objectives, principles, directions, mechanisms, organizational and functional structure, targets for the development of human resources potential of SB RAS libraries, as well as vectors of development of SPSTL SB RAS methodological work with the staff of libraries of research institutions. Attention is paid at the development of vertical and horizontal coordination relationships (organizational, functional, methodological and technological), a set of measures is determined that are to ensure the project implementation and the set of goals achievement, lists of librarians’ competencies are proposed. Based the results of the discussion of the document in the library community, elaboration of the strategy for the human resources of SB RAS libraries development is planned, which implementation will increase the efficiency of information support for the scientists and specialists of scientific institutions.
