In the recent five years, Russian universities’ publishing activities have increased several times. The authors consider their strategies used to increase publications to be indexed in Scopus database, i. e. publications in foreign journals and conference proceedings, inviting outer authors, so called ‘predatory’ journals. The efficiency of these strategies and their side-effects differ a lot. The universities, intentionally or unwittingly, apply various combinations of strategies based on their intrinsic conditions (administrative practices) and environment (possibility of cooperation). The authors argue that interaction with FASO/RAS institutions is the key driver for several leading Russian universities.
Popularization of science, promotion of research results, recognition and positive attitude to the brand of a scientific organization and individual researchers have been the subject of increased attention from research institutes and universities in recent years. They are one of the most important points of national science policy in Russia. Analysis of the effectiveness of the PR policy of organizations becomes a key task in these circumstances. The article provides an analysis of news stories in the mass media based on the results of scientific research of the institutions of the Siberian Branch of the Russian Academy of Sciences. In the course of the study, key requirements for a news report on a scientific publication were determined and the most common errors when presenting results of research as newsworthy events were identified and listed. This study proposes a number of metrics for measuring the effectiveness of scientific organizations activities in the mass media. The calculated metrics make it possible to assess the overall level of organization activity in promoting research results in the media, the effectiveness of this activity from the point of view of the interest of the media to relevant news stories, the completeness of media coverage of research papers and active authors of the institution. The analysis of the media activity of research institutes of the Siberian Branch of the Russian Academy of Sciences has shown their growing interest in popularizing and promoting the brands of institutions, individual scientists and scientific results.
Представлены результаты вебометрического исследования 461 сайта библиотек мирового веб-пространства (98 стран). Результатом исследования стал рейтинг сайтов библиотек за три года (2018-2020 гг.), построенный на основе индикаторов присутствия в сети: по количеству индексируемых поисковой системой страниц, полнотекстовых файлов и по показателям, характеризующим ссылки на сайт из других ресурсов Интернета, отобранных с использованием корреляционного и дисперсионного анализа. Первое место в рейтинге устойчиво занимает сайт Библиотеки Конгресса США (Вашингтон, округ Колумбия). В российском сегменте лидирующие позиции занимают сайт Российской национальной библиотеки (1-й - 2-й годы), Вологодской областной универсальной научной библиотеки (3-й год).
The lag of Russia in the development of the fifth technological order has had a dramatic impact on research and technological libraries. Until the early 1990s, they were rightfully considered unique access points to relevant scientific knowledge, and now they are experiencing an acute crisis, looking for their place in the radically changed landscape of scholarly communicationsThe article identifies the main challenges that led to the crisis. The aim of the study is to find answers to these challenges, namely: new tasks that libraries can take on and that will be in demand by the scientific community. However, their solution is possible only after mastering new competencies and providing necessary resources. To systematize this picture, a matrix of tasks, resources and competencies is constructed.
На основе случайной выборки профилей 400 российских авторов и 400 организаций рассматриваются причины возникновения профилей-дублей в базе данных Scopus. Оценивается количество профилей-дублей, анализируется погрешность, которую могут вносить ошибки в библиографических описаниях в результаты наукометрических исследований, основанных на базе данных Scopus. Анализ показал, что в Scopus 76% организаций и 24% авторов имеют профили-дубли. В связи с этим организации теряют в среднем 17% публикаций, авторы - 11%. Результаты исследования могут быть использованы при корректировке базы данных Scopus и оценке погрешности при исследовании результативности научной деятельности.
Основной целью научных рейтингов является не только сравнение, но и стимулирование развития университетов и научных институтов, улучшение результативности их образовательных и исследовательских процессов. Однако существующие вебометрические рейтинги плохо для этого подходят из-за отсутствия возможности их анализа и достоверизации. Решением проблемы является изменение подхода к вебометрическим измерениям, в основе которого лежат принципы регулярного сбора и открытости исходных данных. Рассматриваются индикаторы, использующиеся в задачах академической вебометрики, их достоверность и устойчивость, обосновывается необходимость регулярного сбора значений этих индикаторов для повышения качества данных и анализа их динамики. На основе опыта реализации проекта по исследованию российского академического веб-пространства (http://www.webometrix.ru) анализируются проблемы, возникающие при сборе значений вебометрических индикаторов сайтов научноисследовательских организаций и учреждений высшего образования в мировом масштабе с частотой не менее 1 раза в месяц. Описывается реализованная автором распределенная система сбора значений вебометрических индикаторов и производится оценка необходимой степени распараллеливания процесса. Разработанный подход является универсальным для задач сбора больших объемов информации методом извлечения данных со страниц веб-сайтов, а сбор вебометрических данных является также актуальным для задач анализа других тематических сегментов веб-пространства, например сайтов библиотек. However, existing webometric ratings are not suitable for this task because of the lack of the possibility of their analysis and verification. The solution is to change the approach to webometric measurements, to perform them based on the principles of regular collection and openness of source data. The article discusses the indicators used in the tasks of academic webometrics, their reliability and stability, substantiates the need for regular collection of the values of these indicators to improve the quality of data and analyze their dynamics. Based on the experience of implementing a project to research the Russian academic web space (http://www. webometrix.ru), problems are analyzed that arise when collecting the values of webometric indicators of sites of research organizations and institutions of higher education on a global scale with a frequency of at least 1 time per month. The author describes a distributed system for collecting values of webometric indicators and evaluates the necessary degree of parallelization of the process.
