This article describes the impact of digital economy on changes in economic environmental and social spheres. This leads to changes in educational environment considering the requirements for the development of digitalization in agro – industrial complex (AIC). In this regard, the conditions of education and training of engineering personnel with competencies for working in AIC digital economy are also changing. The authors studied influence of the main trends in the development of digital fluency and digital competencies on the formation of engineering human resources in AIC. Particular attention was paid to the analysis of the development of the human resources component of the digital economy of AIC in this region, in particular, according to the parameters of “Personnel for Digital Economy” project in the Chelyabinsk Region, it is planned to increase the share of population with digital fluency and key competencies in digital economy from 27% in 2019 to 80% by year 2024. Human resources are the most important strategic resource for the development of AIC digitalization. At the same time, labor requirements are constantly growing. Formation of digital competencies should be the goal of engineers, and the development of a mechanism to achieve this goal is the main task of state personnel policy, science and education. Consequently, the role of education in training of engineering personnel for working in agriculture taking into account the requirements for AIC digitalization development is becoming more and more relevant.
The article presents analysis of resources provision of social sphere of the rural territories of Chelyabinsk region; there are analyzed the main components of creature comforts of a rural population. There is given an assessment of a program implementation of sustainable development of the rural territories of Chelyabinsk region and the country in general. There are the numerical data characterizing the delivery of Program in regions of the Russian Federation and amounts of financing for realization the actions contributing to sustainable development of the rural territories. The main directions of the Program are connected with providing the rural territories with a necessary social infrastructure sufficient for maintenance of worthy level of living of a rural population and also to promoting growth of appeal of shape of the rural territories to inflow of the human and investment equities. There is shown an international experience of achievement of high level and quality of life in the rural territories. There are determined the main priorities of development of the rural territories of the European countries: innovation in the structuring of farming; providing a continuous line of production of producing agricultural products; rational use of natural resources; improvement of social and economic conditions of life sustenance in the rural territories. There is revealed the direct dependence between ensuring growth of sustainable development level of the rural territories on degree of a scope and efficiency of use of own resources and the available potentials in the territories. Here are allocated types of the rural territories on the level of sustainable development: the territories of the advancing development; the developing territories; survival territories. There are established the reasons of decrease in life level in the rural territories and great lagging from the level of sustainable development of urban localities. The main reasons are: the concentration of production and conversion of agricultural products in certain settlements promoting desolation and irrational use of potentials of other territories; insufficient financing of the social sphere; a lack of support from the state of small-scale farmer and personal subsidiary farms. There are made recommendations about enhancement of organizational, economic and ecological opportunities of use of the available resource providing the rural territories; production organizations of agricultural products; development of a social infrastructure.
This article includes analysis of factors influencing economic mechanism for the development of small and medium-sized enterprises in the area of dairy farming. To accomplish the main task, the authors used economic parameters of the production results of small and medium-sized enterprises according to the financial statements of federal and regional government bodies, as well as official data from the Central Bank of Russia, the Territorial Authority of the Federal State Statistics Service for the Chelyabinsk Region and data from the Ministry of Agriculture and Federal Tax Service. The Chelyabinsk Region was chosen as a typical region for study. This research was conducted based on data from the register of small and medium-sized enterprises. Based on statistical data, small and medium-sized enterprises were divided into groups, economic parameters were calculated for each group of subjects, quantitative factors were defined that have the greatest impact on the efficiency of the economic mechanism for the development of small and medium-sized enterprises.
The paper presents the justification of the digital economy as a factor of increasing socioeconomic stability (sustainability)of rural areas. The levels and stages of the digital economy formation are determined. The author gives an explanation of the concepts of sustainable development and digital economy. The factors influencing the development of digitalization population's vital activity are designated. The data on the provision of digital technologies in Russia as a whole are presented. A list of characteristics of the digital economy to assess the stability of the territories is proposed. Emphasis is made on a significant lag in the pace of implementation of digitalization in the spheres of life of the rural population. The main reasons for the refusal to use the Internet by the rural population are: lack of interest in the use of the Internet (22 %); lack of sufficient knowledge and skills to use the Internet (8.9 %); high cost of Internet connection (5.9 %); lack of technical ability to conduct the Internet (4.1 %). The introduction of digital technologies in rural areas and the formation of digital competencies in rural areas will reduce information inequality among residents of cities and villages and improve the quality of life of the population, which will be expressed by increasing the level of employment and education of the rural population, reducing transaction costs, increasing the level of information support and involvement of rural areas in the world community, improving the environmental situation, improving the quality of social relations.
The study aims to develop an informative model for the preparation of employment for seniors in rural areas. Aging of the rural population puts additional demographic pressure on the economy and is a factor in the sustainable development of rural areas, which play a significant role in ensuring food self-sufficiency in the region. The study was conducted in rural areas of the Chelyabinsk region. There was an analytical study of the demographic structure of villagers. There was studied employment and age structure of villagers. With the help of the economic-mathematical method there were calculated the employment rates of elderly people in rural areas, there were assessed the possibilities of involving older people to work in the real economy. The study includes three hypotheses explaining the relationship of the qualitative characteristics of employment of the seniors, the elderly and their reflection in the strategic development programs of rural areas, providing training for seniors. During the study and research it was found that all the hypotheses were confirmed. Thus, the informative model of employment provision of seniors in rural areas is practical importance and can be recommended for implementation in other rural areas.
