У статті розглянуті приклади зарубіжного досвіду, пов’язані зі створенням інформаційної інфраструктури та становленням комунікаційних та інформаційних систем, за допомогою програми FMN (Federated Mission Networking) і таксономії С3 (Command, Control, Communication). Особлива увага приділялася корпоративним сховищам даних та хмарним сервісам, орієнтованим на роботу з великими масивами даних. За результатами проведеного огляду запропоновано впровадження датацентричного підходу при розробці єдиного інформаційного середовища.
У статті було виконано огляд сучасних практик у галузі управління інформаційними технологіями COBIT, TOGAF, ITIL, IT4IT. Особлива увага приділена змінам, які з’явилися в нових версіях. Виокремлено найбільш значущі тенденції в галузі управління інформаційними технологіями. Виявлено перехід від детальних опрацювань кожного процесу до загальних понять та принципів, якими необхідно керуватися при наданні ІТ-послуг. Встановлено, що відбувається виділення потоків створення цінностей, які можуть охоплювати ті чи інші процеси. Особливу увагу приділено аналізу застосування даної технології в державних установах, а також в якості основи розроблюваних систем інформаційної інфраструктури. Аналіз проведено на основі зарубіжного досвіду.
У статті було проаналізовано та визначено загальні принципи хмарних технологій та сервісів, хмарних обчислень, історію їх зародження та розвитку. Проаналізовано всі недоліки і переваги існуючих хмарних моделей порівняно з локальними аналогами. Також були розглянуті питання інформаційної безпеки хмарних сервісів та захисту даних у хмарі. Розглянуто основи технології хмарних обчислень, проаналізовано їх переваги та недоліки. Особливу увагу приділено аналізу застосування даної технології в держвідомствах, а також в якості основи розроблюваних систем інформаційної інфраструктури. Виокремлено актуальні проблеми які виникають під час експлуатації “хмар”. Проаналізовано приклади зарубіжного досвіду успішного використання “хмарних технологій”.
Підхід, на якому базується існуюча інформаційна інфраструктура сил оборони, характеризується тим, що кожна складова сил оборони впроваджує свої власні інформаційно-комунікаційні системи (ІКС), які однакові за принципами побудови технологічних платформ, але є різними за технічною реалізацією. Відсутність єдиних підходів до вибору програмно-технічної платформи ІКС веде до унеможливлення виконання вимог з уніфікації, стандартизації, масштабування, захисту інформації, що призводить до невиправданих витрат на етапах введення в експлуатацію та супроводження впродовж життєвого циклу кожної окремої ІКС. З огляду на те, що інформаційну інфраструктуру для оборонних потреб можна представити у вигляді дата-центричної моделі та з метою уникнення недоліків, які притаманні децентралізованій архітектурі, для впровадження інформаційно-комунікаційних сервісів сил оборони пропонується підхід, що передбачає застосування “хмарних технологій”, які є технологією надання простого мережевого доступу за запитом до загального пулу хмарних сервісів. Метою статті є розробка моделі оцінювання альтернативних варіантів впровадження інформаційно-комунікаційних сервісів з використанням хмарних технологій для оборонних потреб. На основі запропонованих загальних моделей, в роботі розроблено модель оцінювання альтернативних варіантів впровадження інформаційно-комунікаційних сервісів з використанням хмарних технологій, яка може бути використана для опрацювання єдиних підходів до вибору програмо-технічної платформи інформаційно-комунікаційних систем. У подальшому, врахування результатів моделювання надасть можливість забезпечити впровадження якісних інформаційно-комунікаційних сервісів у діяльність сил оборони України для забезпечення сумісної роботи територіально розподілених посадових осіб.
