В первой четверти XXI в. ведущая роль традиционных СМИ (пресса, радио и ТВ) в процессе создания политической повестки дня стала постепенно оспариваться альтернативной гражданской журналистикой в интернете. Результатом данного процесса стало сущностное изменение самого конструкта “agenda setting”. Социальные медиа и онлайн-инфлюенсеры привели к появлению цифровой, уже гибридной, социально-политической повестки дня. В статье рассматриваются особенности и отличия альтернативных социальных медиа от традиционных СМИ; дается определение категории “цифровая социально-политическая повестка дня”; обосновывается роль инфлюенсеров в формировании социально-политической повестки в цифровом пространстве; раскрывается влияние цифровой социально-политической повестки на поведенческие паттерны социально-политического участия граждан в офлайн-пространстве. В статье представлена разработанная авторами теоретическая модель цифровой социально-политической повестки, представляющая собой конструкт, возникший в результате функционирования многомерной и многослойной сети. Модель цифровой социально-политической повестки описывается двумя типами измерений: “Официальный дискурс” (сетевые данные, полученные с сайтов органов власти и политических партий, а также традиционных и проправительственных СМИ) и “Сетевой дискурс” (сетевые данные, полученные из социальных сетей и формирующие сеть “Пользователи”, сеть “Сообщения”, сеть “Хештеги”, сеть “Эмоджи”). Данные измерения находятся в постоянном взаимодействии, порождая новую цифровую социально-политическую повестку дня, в которой государство уже не является безусловным лидером.
Публикация развивает основные положения статьи “Цифровая социально-политическая повестка дня и ее осмысление в условиях новой медиаэкологии” (Полис № 2, 2022). Модель цифровой социально-политической повестки описывается двумя типами измерений (“Официальный дискурс” и “Сетевой дискурс”), результатом постоянного взаимодействия которых является продуцирование новой цифровой социально-политической повестки дня, где государство и традиционные СМИ уже не являются безусловным лидерами. В статье приводятся результаты апробации разработанной авторами теоретической модели цифровой социально-политической повестки дня на эмпирических данных кейса “Коронавирус” в социальных сетях Twitter и Facebook (запрещен в РФ) и во всех публикациях крупнейших информационных агентств РФ в период с 18 марта по 19 сентября 2020 г. Полученные датасеты (1 млн 900 тыс. сообщений по ключевому слову “коронавирус” (и его вариациям) и 760 тыс. пользователей, употребивших слова/словосочетания “коронавирус” в указанных соцсетях; 10 тыс. публикаций “РИА Новости”, “ТАСС”, “Интерфакс” по ключевому слово “коронавирус”) были подвергнуты процедурам сетевого, реляционного и лингводискурсивного анализа. Авторы пришли к выводу, что факторами, влияющими на устойчивость и результативность цифровой социально-политической повестки дня, стали: во-первых, наличие либо отсутствие поляризованности сети “Пользователи”; во-вторых, взаимное встраивание, проникновение либо доминирование провластного и оппозиционного дискурсов; в-третьих, значение веса межуровневых взаимодействий измерения “Официальный дискурс” и измерения “Сетевой дискурс”. В ходе апробации модели были определены и детализированы следующие стратегии формирования дискурсивных полей в цифровой социально-политической повестке, характерные для провластных и оппозиционных структур, а также для сетевых инфлюенсеров: стратегия вовлечения новых пользователей; стратегия прагматического моделирования; стратегия нагнетания панических настроений и формирования отрицательного отношения к официальной власти (типична для оппозиционных структур); стратегия дискурсивной гибернации; стратегия дискурсивной диффузии; стратегия опережения (типична для провластных структур). Наличие разнонаправленных векторов в цифровой социально-политической повестке, особенно в условиях кризисных и чрезвычайных ситуаций, не позволяет стабилизировать социально-политическую систему и мобилизовать население на конструктивные социально-политические практики как в онлайне, так и в офлайне.
