The holding of joint exercises is one of the forms of cooperation in the South-South format. It contributes to strengthening military-political ties between the countries of the Global South and ensuring security in the key regions. An example is IBSAMAR, a joint naval exercise involving the Indian, Brazilian and South African Navies. The emergence of a new geopolitical construct (the Indo-Pacific region) and the growth of its popularity in the Indian expert and political community make it necessary to rethink the place of IBSAMAR in India's security system.The article analyzes the main imperatives that induce India to participate in this format: the desire to maintain dominance in the Western Indian Ocean and involve the countries of East Africa in its foreign policy orbit, to ensure the security of one of the strategic "choke points" to the Indian Ocean, the intention to strengthen ties with South Africa and Brazil, taking into account the need to ensure the security of movement of goods (especially hydrocarbons) through the South Atlantic and to demonstrate its independence and multi-vector nature of its external policy. Analyzing the proposals of Indian experts on the possible expansion of the IBSAMAR format and the creation on its basis of a regional security structure, the author comes to the conclusion that it is impossible to implement them without a radical change in the Indian external strategy. At the same time, the experience gained in the holding of IBSAMAR can be in demand within the framework of security cooperation in the Russia-India-China format.

Этот вопрос неразрывно связан с историей развития морской компоненты безопасности Индии в колониальные и постколониальные времена. Автор анализирует генезис идеи владения морем в Индии, основные этапы ее формирования, специфические черты индийского понимания этой идеи. Актуальность темы подчеркивается тем вниманием, которое в нынешней Индии уделяется сюжету эффективного контроля над Индийским океаном, восприятием его как зоны доминирования Индии в контексте формирования Индо-Тихоокеанского региона.Автор доказывает, что концепция контроля над океаном, популярная ныне среди индийских политиков и экспертов, сформировалась в результате последовательной эволюции дискурса, в которую внесли свой вклад теоретики, военные и политики. Ее можно разделить на три этапа. В ходе первого (1947-1965 гг.) была сформулирована доктрина владения морем, причем сделали это чиновник и ученый К.М. Паниккар и журналист К.Б. Ваидья. Их замыслы, однако, не были реализованы из-за нехватки средств у независимого индийского государства. В ходе второго этапа (1965-1991 гг.) эта тема ушла из индийского внешне-и внутриполитического дискурса, при этом численность и оснащенность флота постоянно росли, что позволило Индии одержать победу над Пакистаном на море в 1971 г. и успешно решать тактические задачи, поддерживая выгодный ей статус-кво в бассейне Индийского океана. Наконец, в ходе третьего этапа (1991-2019 гг.) произошло возрождение идеи контроля над океаном, но на новых принципах. В результате этой эволюции в Индии была выработана собственная концепция контроля над океанскими пространствами, подразумевающая роль страны как основного поставщика безопасности в регионе и лидера регионального сообщества стран, в которое входят государства, контролирующие ключевые точки Индийского океана.Ключевые слова: Индия, Индийский океан, К.М. The article describes and analyzes the activities of the Indian Navy during the COVID-19 pandemic. The author looks at the experience of the Indian Navy at the beginning of the pandemic, noting that it mainly consisted of helping the states of the Indian Ocean region affected by hurricanes and monsoons, and evacuating Indian citizens and residents of neighboring countries from areas of hostilities. At the same time, the Indian Navy did not have specialized floating hospitals. The author analyzes the situation in which India found itself at the beginning of the pandemic: a gradual slowdown in GDP growth questioned the further expansion of the Navy, and the outbreak of conflict with China further emphasized the importance of the Air Force and the Army. In these conditions, the Indian Navy was forced to prove its value for the Indian external and domestic policy. The author then describes how the Indian Navy fought COVID-19, concluding that Indian sailors were able to prevent the pandemic from spreading to naval bases and ships. The Navy fully retained its combat capability and was able to take part in two large-scale operations: the “Samudra Setu”and “Sagar” missions. During the former, several thousand people were evacuated from Iran, Sri Lanka and the Maldives, the latter involved providing medical assistance to the population of the Maldives, Seychelles, Comoros, Madagascar and Mauritius affected by the pandemic. The author notes the high level of organization of both missions, which made it possible to avoid pandemic spreading among the ship crews. He argues that the conduct of Operation “Sagar” allowed India to increase its influence in the Indian Ocean region amid the pandemic and demonstrate its role as a security provider countering unconventional threats. The author then describes the joint exercises carried out by the Indian Navy during the pandemic and notes their significant political role. In conclusion, he analyzes the experience of the Indian Navy using soft power and proposes an original concept of “floating soft power” based on the constant presence of hospital ships in remote regions. In his opinion, this format of presence could also be suitable for projecting Russian interests in the South Pacific.
Статья посвящена исследованию "Вестфальского мифа"-комплекса представлений, сложившегося в рамках теории международных отношений, согласно которому Вестфальский договор 1648 г. стал отправной точкой формирования современной системы международных отношений. Автор исследует одно из основных положений "Вестфальского мифа"-представление о Тридцатилетней войне как борьбе с универсалистскими устремлениями Габсбургов-и приходит к выводу об их несоответствии историческим фактам. Идея о том, что положения Вестфальского мира 1648 г. лежат в основе всей современной системы международных отношений (СМО), является общим местом большинства течений в рамках теории международных отношений (ТМО) и составляет часть исторического фундамента, на котором их сторонники выстраивают систему доказательств. Согласно этой идее, заключение Вестфальского мирного договора породило структурные изменения в природе межгосударственных связей, в результате чего коренным образом изменился и механизм межгосударственных отношений: главным актором этих отношений стало так называемое вестфальское государство, основной чертой которого является абсолютный внешний суверенитет. Это, в свою очередь, привело к формированию "Вестфальской СМО", базовым принципом которой стало равноправие государств как субъектов международных отношений. Тридцатилетняя война (1618-1648), завершившаяся Вестфальским миром, рассматривается, соответственно, как экзистенциальный конфликт между средневековой монархией Габсбургов, пытавшихся реализовать универсалистский проект в рамках империи, и сообществом национальных государств, одержавших в итоге победу и позволивших сформировать современную СМО. Несмотря на появление новых течений в рамках ТМО, представление о Вестфальском договоре как отправной точке, с которой началось развитие современной СМО, в течение долгого времени оставалось неизменным. Однако на рубеже XX-XXI вв. в изучении истории МО произошел "исторический поворот": благодаря накопленным исторической наукой знаниям ряд историков, специалистов по МО и правоведов, проанализировав сам текст Вестфальских договоров, исторический контекст, в котором они заключались, и их последствия, пришли к выводу о неправомерности трактовки этих договоров как поворотного пункта в формировании современной СМО.
