The focus of the article is the analysis of the prospects of the relationship between Russia and India. The author examines the attitudes of the elites in both countries towards each other, using historical sociology, the theory of cultural hegemony, and post-colonialism to explain the formation and perspectives of these elites. The objective and subjective economic and political conditions have, until recently, hindered any genuine efforts towards bringing the two countries closer, as both sides perceived the West as a more promising partner. This attitude has been shaped by historical factors, such as the formation of the Indian elites under the influence of British political, economic, and military culture, and the reckless admiration of the victors of the Cold War by the Russian elites, which attempted to abandon the Soviet legacy after the collapse of the USSR. Despite declarations of strategic interest in forming a polycentric world and developing bilateral Russian-Indian relations, economic ties have not supported these intentions. However, the conflict in Ukraine and the imposition of Western sanctions have compelled the Russian elites to re-evaluate their priorities. They have been faced with a choice: either to return to a Western orientation, which could lead to internal discontent, or to build stronger ties with China or India. The path chosen will depend on the position of the Indian elites, who have the freedom to take a neutral stance in a conflict far from their borders, and on the outcomes of the Ukrainian crisis.
The holding of joint exercises is one of the forms of cooperation in the South-South format. It contributes to strengthening military-political ties between the countries of the Global South and ensuring security in the key regions. An example is IBSAMAR, a joint naval exercise involving the Indian, Brazilian and South African Navies. The emergence of a new geopolitical construct (the Indo-Pacific region) and the growth of its popularity in the Indian expert and political community make it necessary to rethink the place of IBSAMAR in India's security system.The article analyzes the main imperatives that induce India to participate in this format: the desire to maintain dominance in the Western Indian Ocean and involve the countries of East Africa in its foreign policy orbit, to ensure the security of one of the strategic "choke points" to the Indian Ocean, the intention to strengthen ties with South Africa and Brazil, taking into account the need to ensure the security of movement of goods (especially hydrocarbons) through the South Atlantic and to demonstrate its independence and multi-vector nature of its external policy. Analyzing the proposals of Indian experts on the possible expansion of the IBSAMAR format and the creation on its basis of a regional security structure, the author comes to the conclusion that it is impossible to implement them without a radical change in the Indian external strategy. At the same time, the experience gained in the holding of IBSAMAR can be in demand within the framework of security cooperation in the Russia-India-China format.

Этот вопрос неразрывно связан с историей развития морской компоненты безопасности Индии в колониальные и постколониальные времена. Автор анализирует генезис идеи владения морем в Индии, основные этапы ее формирования, специфические черты индийского понимания этой идеи. Актуальность темы подчеркивается тем вниманием, которое в нынешней Индии уделяется сюжету эффективного контроля над Индийским океаном, восприятием его как зоны доминирования Индии в контексте формирования Индо-Тихоокеанского региона.Автор доказывает, что концепция контроля над океаном, популярная ныне среди индийских политиков и экспертов, сформировалась в результате последовательной эволюции дискурса, в которую внесли свой вклад теоретики, военные и политики. Ее можно разделить на три этапа. В ходе первого (1947-1965 гг.) была сформулирована доктрина владения морем, причем сделали это чиновник и ученый К.М. Паниккар и журналист К.Б. Ваидья. Их замыслы, однако, не были реализованы из-за нехватки средств у независимого индийского государства. В ходе второго этапа (1965-1991 гг.) эта тема ушла из индийского внешне-и внутриполитического дискурса, при этом численность и оснащенность флота постоянно росли, что позволило Индии одержать победу над Пакистаном на море в 1971 г. и успешно решать тактические задачи, поддерживая выгодный ей статус-кво в бассейне Индийского океана. Наконец, в ходе третьего этапа (1991-2019 гг.) произошло возрождение идеи контроля над океаном, но на новых принципах. В результате этой эволюции в Индии была выработана собственная концепция контроля над океанскими пространствами, подразумевающая роль страны как основного поставщика безопасности в регионе и лидера регионального сообщества стран, в которое входят государства, контролирующие ключевые точки Индийского океана.Ключевые слова: Индия, Индийский океан, К.М.
