За відсутності повної інформації щодо характеристик зенітної керованої ракети (ЗКР) для забезпечення приблизного визначення траєкторії її руху доцільно використовувати метод балансувальних коефіцієнтів. З метою практичної реалізації цього підходу обґрунтовуються аналітичні співвідношення для розрахунку елементів матриці переходу від нормальної системи координат, в якій здійснюється інтегрування параметрів руху зенітної керованої ракети (вісесиметричного літального апарату), до зв'язаної з цим літальним апаратом системою координат, в якій визначаються сили та прискорення, з використанням просторового кута атаки. Робляться посилання на додаткову інформацію, необхідну для повного використання запропонованого методу проведення розрахунків руху ЗКР.
У статті у систематизованому вигляді подані основні проблемні аспекти, що вирішують у провідних країнах світу, при науково-технічному супроводженні процесу управління повним життєвим циклом (ЖЦ) складних зразків озброєння і військової техніки (ОВТ). Розглянуті особливості побудови системи управління повним ЖЦ. Виділені такі важливі властивості системи і її процесу управління як можливість простежування стану зразка ОВТ на усіх стадіях його ЖЦ та ощадливості усіх стадій ЖЦ в цілому. Поданні деякі доцільні підходи до послаблення негативного впливу факторів ризику, що виникають як на стратегічному, так і на оперативному рівнях управління. Позначено, що розробка і використання автоматизованих систем управління повним ЖЦ зразків ОВТ можуть бути визнані перспективним напрямком оптимізації витрат ресурсів на підтримку необхідного рівня якості системи озброєння збройних сил держави у цілому і її основних підсистем. Доведена необхідність оперативного реагування на ситуації, що виникають, і підтримання при цьому стратегічної спрямованості управління повного ЖЦ зразків ОВТ, що потребує узгодженого програмно-цільового і ситуаційного управління ЖЦ у межах єдиного програмно-ситуаційного підходу до управління, разом із створенням інформаційного середовища повного ЖЦ і міжвідомчих нормативних документів (стандартів), що визначають концептуальну, функціональну і інформаційну моделі системи управління ПЖЦ. Управлінські рішення щодо формування змісту і тривалості ЖЦ і переходу до наступних його стадій мають забезпечувати ощадливість ЖЦ систем озброєння збройних сил в цілому.
У статті проведено аналіз сучасних тенденцій в сфері управління повним життєвим циклом складних зразків озброєння та військової техніки в країнах НАТО. Показано, що нормативним базисом, котрий визначає політику та принципи управління життєвим циклом озброєнь в НАТО, є міжнародні стандарти системної інженерії та стандарти НАТО в сфері управління життєвим циклом ОВТ (з питань програмного та конфігураційного менеджменту, гарантування якості оборонної продукції, оцінки вартості та ризиків життєвого циклу, контракційного менеджменту, інтегрованої логістичної підтримки, автоматизованого обміну технічною інформацію, єдиної ідентифікації предметів постачання військ, управління старінням і запасами ЗІП, організації та проведення випробувань, екологічного та кліматичного менеджменту та управління людськими ресурсами). Розкрита сутність поняття управління (менеджмент) повним життєвим циклом озброєння та військової техніки і основні види діяльності з його реалізації. Проаналізована наявність і достатність необхідних передумов для реформування існуючої та створення на її базі нової системи управління життєвим циклом оборонної продукції за стандартами НАТО. Запропоновані концептуальні погляди щодо реалізації Концепції створення в Україні системи управління повним життєвим циклом ОВТ та відповідна Дорожня карта з урахуванням політики та підходів НАТО.
