С присоединением к Российской империи обширных территорий Туркестана перед центральной и местной администрацией встали задачи налаживания управления регионом, обеспечения безопасности в свете соперничества с Великобританией за сферы влияния во Внутренней Азии, а также его экономического освоения, чтобы новая колония приносила империи в перспективе выгоду не только военно-стратегического характера. Необходимым условием закрепления России в Туркестане и его модернизации должно было стать создание сети коммуникаций, отвечающих требованиям формирующегося индустриального общества (железные дороги, пароходы, телеграф и др.). Вместе с тем железнодорожное строительство в Туркестане: его темпы, характер финансирования, маршруты дорог — было обусловлено приоритетами политики России в регионе, среди которых военно-стратегические соображения явно доминировали над экономическим развитием. Однако, построив Закаспийскую, а затем Ташкентскую железные дороги, государство, еще не имея к началу XX в. сложившейся стратегии экономического освоения Туркестана, выступило в роли актора экономической модернизации края. Дороги стали средством экономической привязки Туркестана к России, а также одним из факторов оформления стратегии экономического развития региона в интересах метрополии, превращении его в базу хлопководства для нужд российской промышленности.
Национальная политика большевиков в 1920-е гг. отличалась высокой степенью конъюнктурности, подчинения ее принципов задачам строительства советской власти. В условиях Гражданской войны и борьбы за власть создание национальных территорий в форме советских автономных республик и районов в составе РСФСР, наряду с поддержкой национальных языков, политических элит и культуры, рассматривалось руководством РКП(б) как действенный политический механизм решения задач укрепления советской власти в национальных районах. Однако провозглашение Туркестанской АССР в мае 1918 г. не привело к нейтрализации национального вопроса в регионе, на что рассчитывали большевики. Политические мотивы укрепления советской власти в Средней Азии в совокупности с низким уровнем национального самосознания и политической активности коренного населения позволили Москве провести новый этап национального размежевания. Национально-территориальное размежевание в Средней Азии в 1924 г. — пример перекодирования процесса национального самоопределения и последующего оформления национального самосознания с тюркского национального проекта, воспринимавшегося как угроза советской власти, на существующие в регионе иные уровни национальной идентичности.
Центральным вопросом революций 1917 г. являлся вопрос о власти: на каких принципах она будет организована, какие пути решения сложившихся в России проблем будут выбраны. Однако в Туркестане, как и других национальных регионах бывшей Российской империи, вопрос о власти был сопряжен с решением национального вопроса, чрезвычайно актуализировавшегося после февральской революции. Туркестанская национальная элита выдвинула проект превращения Туркестана в автономию и передачи власти в крае представителям коренного населения. В тоже время представители российских партий в регионе, включая большевиков, по-прежнему воспроизводили колониальный подход к организации власти. Отказ местных большевиков после провозглашения советской власти в Ташкенте привлечь к управлению краем представителей мусульманского населения стал одной из причин формирования мощного антисоветского движения среди коренного населения региона. Характер решения национального вопроса в регионе в период революций 1917 гг. и гражданской войны во многом определил процесс последующего национального строительства и политическую карту Центральной Азии.
The state and private capital, mainly foreign, were the main actors of Russian railway network creating process in the post-reform period. At the same time, in Turkestan, the Russian Government consciously discouraged private initiatives in the field of railway construction for a long time, preventing private capital from acquiring the quality of an actor along with the state. Although the government maintained a policy of building railways in the region at the Treasury expense, since the 1870s it has regularly received applications for the right to build Railways on the terms of private concessions. The article examines the content of private railway projects and the nature of concession rights that entrepreneurs requested from the government. The author comes to the conclusion that most of them preceded the state's decisions on the railway line construction in Turkestan, as in the case of the Trans-Caspian railway line extension from Samarkand to Tashkent and Andijan. In this regard, private initiative played a role as a factor in the state's decision - making process on the further development of the region's railway network.
