Необходимость оценки инвестиционной привлекательности проектов, по мнению авторов, обусловлена тем, что инвестиционный проект является самостоятельным объектом анализа, входящим в общую программу развития как наукоёмкого высокотехнологичного предприятия, так и экономики в целом. Результаты инвестиционного анализа позволяют потенциальному собственнику определить срок, необходимый для возврата первоначально инвестированной суммы, рассчитать реальный прирост активов от приобретения собственности, оценить потенциальную устойчивость к рискам денежного потока, формируемого конкретным объектом собственности. В статье рассмотрены особенности оценки инвестиционной привлекательности инновационных проектов по внедрению информационных технологий. Сформирован методический подход к инновационному развитию наукоёмкого высокотехнологичного предприятия. В рамках этого подхода определены основные этапы оценки, уточнены подходы к оценке ставки дисконтирования IT-инновационного проекта, произведён расчёт ключевых показателей инвестиционной привлекательности инновационного проекта. Предлагаемая процедура оценки инвестиционной привлекательности проекта внедрения информационных технологий позволит предприятию выбрать оптимальный вариант реализации IT-решений, который даст возможность решить проблемы, выявленные во время оценки его деятельности. Исследование базируется на теоретических и методологических положениях, классических и современных фундаментальных концепциях, содержащихся в трудах классиков экономической и управленческой науки, а также отечественных и зарубежных учёных, работающих в области организации и управления инновационным развитием наукоёмких предприятий. Для решения поставленных в статье задач был использован комплекс научных базовых и прикладных теорий, подходов и методов, а именно следующие теории: систем и системный анализ, менеджмента, принятия решений, инноваций, стоимости и заинтересованных лиц, процессно-системный подход, а также методы математического моделирования, логического анализа и эмпирического исследования и другие.

Особое внимание уделено экологическому управлению территориальными природно-техническими комплексами на основе межотраслевого подхода с учетом большого многообразия и сложности разнородных определяющих факторов, а также учету труднопредсказуемых событий, основанному на математическом геоинформационном моделировании. Приняты во внимание наиболее важные параметры водного режима, в том числе его распределение во времени и пространстве, скорость продукционных процессов, деструкция органического вещества, флоры и фауны гидробионтов и, как следствие, общее состояние качества воды и биопродуктивность водных экосистем. Их оценка с применением математических моделей конвективно-диффузионного переноса и превращения веществ позволяет определить их непосредственное или опосредованное, быстрое или отсроченное влияние на абиотические и биотические компоненты водных экосистем. The paper addresses the principles, methods and means of implementation of a concept of environmental rate setting of anthropogenic load on water bodies and related ecological systems and the algorithms of assessing the safety of urbanized industrial areas and economic objects. The main emphasis is put on the environmental management of territorial techno-natural complexes based on intersectoral approach with account for the vast diversity and complexity of their natural determinants and on mathematical GIS modeling-based forecasting of poorly predictable events. Taken into consideration are the most important parameters of water regime, including its spatiotemporal distribution, production rates, aqueous flora and fauna and other organic matter decay, and, as a result, of the general conditions of water and of aqueous ecosystem bioproductivity. Treating these parameters using mathematical models of convection-diffusion transfer and transformation of substances makes it possible to determine their direct and indirect as well as immediate and delayed impacts on the abiotic and biotic components of aqueous ecosystems.
A systematic approach based on environmental and technological criteria has been proposed to ensure the achievement of environmental quality standards of the environment at the regional intersectoral level for the management of industrial and municipal waste. A list of indicators and criteria has been formed for comparing the accumulating capacity of a given natural system without serious violations of its structural and functional characteristics on the one hand. On the other hand, there is production potential and production capacity for natural resources for individual enterprises and a diversified industrial complex. An algorithm for comparing production and natural potentials on the basis of a geographic information basis on the scale of a territorial natural production complex has been developed and the structure of a GIS project has been determined. The latter made it possible to interconnect the natural intensity of production (NP), the level of environmental friendliness of production (EFP), the ecological technological capacity of the territory (ETT) using the criteria of commensuration (NDV, VAT, PDRO and NDT).
Natural-industrial complexes development is dictated by need of production and natural potentials comparison due to changes in environmental legislation. Functional model of simulation modeling natural-industrial complex with base and bank of excess information in single structure of geo-information system is proposed. Modern concept of environmental regulation on sector wide level has been applied. Algorithm for simulation modeling based on geo-information simulating system to achieve target state and stability of all elements in natural-industrial complex with identified functional relations is developed. Integrated indicators of production environmental capacity and ecological technical intensity of territory are harmonized. Various scenarios of simulation modeling are considered in accordance with management structure of territorial natural production complex, provided that ecological and technological models are interconnected within single functional model. As criteria, regional and national norms and standards are applied. Each nature user receives, in accordance with modeling results, certain share of accumulating capacity and corresponding quota. Main stages of geo-information model creation for natural-industrial complex management are determined. Principal functional model on geo-informational basis and management structure of territorial-natural-industrial complex are built. Considered methodology allows to apply modern geo-information technologies both to create databases for all subjects of natural production complex under consideration, and to justify model and parameters of its management with definition of individual allowable load quotas.
