The paper presents various approaches to defining the concepts of ‘information competencies’ and ‘digital competencies’. The point of view of scientists on the essence, structure and ways of developing digital competencies are considered, the concept of students’ digital competence in modern conditions is clarified. The influence of this process on the development of the university library is emphasized. Digital competence is defined as the student’s high-level ability to communicate in the digital space (highly mobile intelligent devices, smart technologies, network professional communities) with the goal of self-realization and continuous innovative development. Among new challenges for the university library in digital environment the main ones are considered to be the emergence of new social and technological tasks, the specifics of working with users of the university library, and changing access to electronic resources while maintaining the invariability of main functional purpose of university library. The integrity and systemic development of digital competence of students in the conditions of the university library is reflected. The purpose of this paper is to unlock the potential of the university library as a subject of digital competencies development of students who will work in the digital age. The experience of the Scientific Library of the Siberian Federal University on developing digital competence of students is presented. Profiles of digital competencies of library users are proposed, which include two areas of responsibility: 1) information competencies and 2) digital competencies. The results of the study were refined and summarized, the results of the study were systematized, methodological recommendations were prepared to increase the effectiveness of libraries
The university libraries are analyzed as an integrated system of elements with various characteristics. Within any system, any structural changes will inevitably impact its every component. The authors describe the mechanism for leading query and corresponding services. They also define the term “dynamic university library” which is the traditional or networked user information services with any media based on the leading query services. The dynamic library services are classified by the library specialization (library, research and academic services) and by information delivery method (traditional, online traditional and the leading query services). The core collection structure comprises three equally-weighted elements: the basic, intermediary, and intellectual one. The scheme of useable library operation is revealed. Along with sources ordered, the libraries can offer a series of additional services: reviews, author’s bibliography, citation data, subject bibliographies, etc. Based on the suggested classification, the core structure and operation scheme, the model of a dynamic university library is designed.
Актуальность данной темы обусловлена цифровизацией всех отраслей хозяйства и социальной сферы, что ставит перед обществом новые задачи. Библиотеки вузов перестраивают свою работу и переводят основные направления библиотечной деятельности в дистанционный формат. С переходом на удалённую работу в период сложной эпидемиологической обстановки, связанной с пандемией COVID-19, библиотеки акцентировали своё внимание на дистанционном обслуживании пользователей. В связи с полным переходом на дистанционный формат обслуживания перед библиотекой встала проблема модернизации бизнес-процессов. В статье представлен опыт Научной библиотеки Сибирского федерального университета; рассмотрен процесс обслуживания пользователей университетской библиотеки в новом формате. Анализируется система ИРИ и ДОР на новом уровне. Представлена проактивная модель библиотеки, под которой понимается процесс информационного обслуживания читателей в любой форме и на любом носителе на основе классических и сетевых форм обслуживания на базе сервисов опережения запроса. Представленные в статье материалы позволяют сотрудникам и пользователям библиотеки по-новому выстроить взаимодействие между библиотекарем и читателем, расширить возможности библиотеки. Предложенная авторами технология позволяет на основе сервисов опережения запросов читателей выходить за рамки их потребностей и создавать зону ближайшего развития интересов. Статья представляет собой авторское осмысление происходящей цифровой трансформации деятельности вузовских библиотек.
This paper discusses issues of the electronic library development in the higher school. The paper presents project-oriented approach, which is becoming one of the quality criteria of library information activity and analyzes the process of archival documents digitization with the use of the project activities tools. The paper reveals the importance of electronic resources in the educationaland scientific activity. The paper proposes the ways of improving information and library activities in a university.
