The article proposes to discuss the main trends in the development of electronic libraries and prerequisites for the transition to a new level, to smart libraries. The text presents a historical overview of the formation of the electronic library concept both in Russia and abroad. Disambiguation of electronic library term is separately covered, as well as synonymous terms it has in Russia. At the same time, they often stay within a common understanding of a digital library within the framework of western theorizing. A wide range of electronic library problems is discussed in the context of multitasking understanding of the librarianship role in the public and university areas. Approach differences are pointed out in account of university tasks specifity. As a solution, the authors propose a new approach for constructing smart library by identifying and fixing the purposes of the user. Approach reverses the paradigm of library consciousness, indicating that the primary role in the library is given to the reader that is at odds with most of the current thinking about the library as a space, funds and staff. The text discloses an approach in which relying onTechnology in the smart library, previously based on information and knowledge, is transformed into technologies, based on interaction and exchange of experience -smart technology.
Purpose This paper aims to analyse the phenomenon of smart libraries, which began in the 2000s, alongside the development of computer technology, digital storage the internet and human–computer interactions. The smart library is a system of library and information services developed to support research and training activity. This paper describes the need to introduce innovative library and information services at universities through users’ personal accounts. Design/methodology/approach An analysis of more than 200 publications mainly written by foreign scientists was conducted, given the dearth of Russian literature on the smart library and its services. The analysis revealed that in Western countries, the term smart library represents a wide range of meanings – from the understanding that it is a typical type of networking to assumptions about the total services provided by libraries in an urban environment. Findings The paper presents a review of both classical library services and those that are focused on the needs of modern education and science. Research limitations/implications The research results may be the best limited to university libraries. Practical implications The research results have practical use in the Library and Publishing Complex of the Siberian Federal University. Consequently, a new library information environment has been developed and integrated into the university’s information space. Social implications The research results have social use in Siberian Federal University. The personal account can be regarded as a functioning system of interaction and information exchange among the automated systems of the Library and Publishing Complex, automated learning management system and integrated educational environment. Originality/value This paper presents a certain set of technical solutions and some services available through personal accounts.
The paper presents various approaches to defining the concepts of ‘information competencies’ and ‘digital competencies’. The point of view of scientists on the essence, structure and ways of developing digital competencies are considered, the concept of students’ digital competence in modern conditions is clarified. The influence of this process on the development of the university library is emphasized. Digital competence is defined as the student’s high-level ability to communicate in the digital space (highly mobile intelligent devices, smart technologies, network professional communities) with the goal of self-realization and continuous innovative development. Among new challenges for the university library in digital environment the main ones are considered to be the emergence of new social and technological tasks, the specifics of working with users of the university library, and changing access to electronic resources while maintaining the invariability of main functional purpose of university library. The integrity and systemic development of digital competence of students in the conditions of the university library is reflected. The purpose of this paper is to unlock the potential of the university library as a subject of digital competencies development of students who will work in the digital age. The experience of the Scientific Library of the Siberian Federal University on developing digital competence of students is presented. Profiles of digital competencies of library users are proposed, which include two areas of responsibility: 1) information competencies and 2) digital competencies. The results of the study were refined and summarized, the results of the study were systematized, methodological recommendations were prepared to increase the effectiveness of libraries
In the monograph, the University library is presented as a complex system that includes elements of various properties and varying complexity. As in any system, structural change inevitably affects the performance of all its components. In this regard, the library is an element of the information and educational environment of the University, which is designed to support and improve the effectiveness of educational and scientific activities. The article reveals the concept of active University library" as a system for providing information services to the reader in any form and on any medium based on classical and network forms of service based on query advance services. The article analyzes the opportunities provided by the active University library for its users. The mechanism of activation of an electronic library through selective provision of information is considered, and the principle of the influence of an active electronic library on its proactivity is approved.
