The subject of the article is theoretical-methodological and methodical aspects of the science of economic security and its social subsystem. The aim of the article is to reveal the essence and substantiation of the theoretical foundations of the science of economic security, to determine the main subsystems of the science of economic security and to consider its social component. The methodological basis of the article were both general and special methods of scientific knowledge. The article used scientific research methods: dialectical – to substantiate the definition apparatus and the content of theoretical positions; abstract-logical – to determine the essence of the science of economic security; hypothetical-deductive – to build basic working hypotheses; system-structural analysis and synthesis – to identify the composition of the main subsystems and the disclosure of the social subsystem of the science of economic security.Results of work. The article considers the theoretical foundations and essence of the science of economic security. Ten basic elements of the structure of the category "economic security" are identified and disclosed. There are four main subsystems of economic security: methodological and instrumental, empirical and theoretical, information and communication and social subsystems. The social subsystem of the science of economic security, which is characterized by the social potential of science, the share of scientists in the professional structure of society, is analyzed.Field of application of results. The conclusions and results obtained in the article should be used in scientific activities and further research of topical issues of the science of economic security, in the educational and scientific process of higher education institutions in training specialists in the specialty 8.18010014 "Management of financial and economic security" in the field of financial and economic security of the state, region, economic entities of various forms of ownership. Conclusions. Security is a general historical and social category that encompasses the entire history and future of mankind, is crucial for the existence of both the individual and society at any level. Economic security studies the patterns of effective security of economic systems at all levels, timely detection, prevention and neutralization of real and potential, internal and external threats to economic interests of relevant actors. Economic security as a polysystem phenomenon has: methodological-instrumental, empirical-theoretical, information-communicative and social subsystems. The social potential of science is important part of the science.
The purpose of this paper is to identify the problems and ways of providing Ukraine financial security in a hybrid war. The subject of the study is the system of financial security of Ukraine. Research methods. The paper uses a set of scientific methods, including systematic, structural, comparative, factorial, and others which allowed to realize the conceptual unity of the research. Research results. The article deals with systemic problems and ways of ensuring the financial security of Ukraine in the conditions of hybrid warfare, clarifies the concept of "financial security", an analysis of the peculiarities of the factors of providing and assessing the financial security of Ukraine at the present stage of development of the state. It has been determined that financial security is one of the key elements of economic security, the state of finance in the state depends on the state of the economy of the country, and simultaneously, the economic well-being of the country depends to a large extent on the level of ensuring the financial security of each individual citizen, as well as of the society state in the whole. Conclusions. Financial security is the protection of financial interests of business entities at all levels of financial relations, financial coverage of households, enterprises, organizations and institutions, regions, industries, sectors of the economy, government, sufficient to meet their needs and to fulfill obligations. In public administration practice there are often problems in assessing and analyzing individual components of national security or making decisions on one of the areas of ensuring financial security, when data on changes in other components of security are not available. Ensuring the financial security of the country requires the cessation of capital flight practice being one of the most powerful internal threats to the financial security of the country as a whole. The rise of external public debt and the excessive openness of the economy are the factors contributing to financial security risks.
The article explores theoretical, methodological and applied aspects of strengthening Ukraine’s financial security in the conditions of hybrid war. The financial security is shown as one of the key elements of economic security with the state of public finances being directly related to the status of the national economy while the country’s economic welfare depends largely on the level of financial security provided to every individual, the society and the nation as a whole. To study this hypothesis, a system of general and special methods is used as a theoretical and methodological basis, namely, the dialectical method of cognition is used to evaluate the theoretical and normative principles of understanding financial security in the structure of a country’s national and economic security; methods of causal analysis are used to directly analyze the functioning of financial security in modern conditions of development of Ukraine; comparative analysis methods are used to study the similarities and differences between various elements of the state’s national security structure.
The essence and content of social security are revealed, the systematic problems and ways of providing social security of Ukraine in the conditions of globalization and European integration are investigated, the analysis of the generalities of factors of social security of Ukraine at the current stage of state development is made. It is substantiated that the social security of the state, in the narrow sense, is the degree (level) of protection of national interests of the population in the social sphere from internal and external threats, and social security of the state, in the broad sense, is a state of development of the state for which the state is able to protect from internal and external threats and to ensure a decent and quality social standard of living of the population, regardless of age, gender, income level, to promote the full development of human capital. It is determined that the social challenges of Ukraine's security have intensified, especially in the areas of population reproduction and labor potential, functioning of the social sphere and labor market, income and employment of the population. It is substantiated that these challenges lead to deterioration of working conditions and decrease of material well-being, depopulation and aging of the nation, spread of poverty and disintegration of financial position of citizens, decrease of social protection of the population, increase of dissatisfaction with the life and social policy of the authorities.It is proved that the state policy in the field of convergence of the social security system of Ukraine and the EU, in particular with regard to regulation of migration processes, should be aimed at achieving the goal of systematic development of human capital and implemented in the following areas: ensuring demographic security, modernization of the health care system, restoration of the quality system education, preservation of cultural values, becoming a competitive labor market, improving housing affordability, building social infrastructure, systemic social insurance population.
Purpose – to analyze the current state of the state policy for ensuring human social security under hybrid war and prefer recommendations for its improvement. Research methodology – the structural-functional method (for revealing the influence mechanism of social risks on the state of social security), the comparison method (for comparing the main measures for ensuring human social security between Ukraine and other countries).Findings – recommendations for the formation of the state policy for ensuring human social security under hybrid war will create conditions for enhancing the quality and efficiency of living standards. Research limitations – some indicators are only of a qualitative nature and cannot be measured to analyze the impact of social risks and threats on the main indicators of human social security. Practical implications – improvement of a riskoriented method in human social security under hybrid war is an effective method of developing the existing human social security in Ukraine. Originality/Value – formation of state policy of human social security under hybrid war is a new stage of comprehen-sive relations, which opens the way for further progressive reforms. Great importance is to use the experience gained by other countries but also take into account the peculiarities of the socioeconomic situation in Ukraine.
