<p align="justify">В статье рассмотрены этапы, предпосылки, потенциал и проблемы развития Арктической зоны Красноярского края. Выделены контуры перспективных и потенциальных промышленных кластеров. Обозначены развилки выбора, сформулированы сценарии и предложены механизмы развития макрорегиона. Показано, что реализация программно-целевого подхода позволит обеспечить создание развитого диверсифицированного экономического комплекса и высоких стандартов жизни в регионе.

This article presents the experience of creating the historical geographic information system "Siberian Cities at the Turn of the 19-20 th Centuries" (Case Study of the City of Tobolsk) focused on presenting online results. The structure of the article corresponds to the main stages of GIS creation. At the first stage, the main attention was paid to the methods of preparation and input of cartographic material, due to the lack of a mathematical framework for historical maps. The affine transformation algorithm has been chosen as the main algorithm for working with the map of the city of Tobolsk, which allows to place the map sheet in a modern coordinate system (WGS84), with a limited number of fiducial points, correctly. The second stage was aimed at determining both the sources of demographic, social, economic, and spatial data, which will become the basis of the basic vector-raster layers. The source was a set of census forms of the First General Population Census of 1897 for 8 cities in the Tobolsk Province. The third stage is devoted to the Web-GIS creation. A pilot version of the project with the reconstruction of the urban space of Tobolsk at the turn of the 19-20 th centuries was created on the platform NextGISWeb. It is concluded that geoinformation technologies application is aimed not only at visualization and presentation of data from different sources, but also at creating a tool for spatial analysis of demographic, social and economic factors, studying the features of the various social groups resettlement and reconstruction of the social space of the city as a whole.
На основе работ исследователей выявляются дискуссионные вопросы оценки данных Первой всеобщей переписи населения Российской империи 1897 г. для изучения истории казахского народа и Казахстана.
Источниками стали публикации российских и зарубежных исследователей по истории казахского народа и Казахстана, подготовленные по материалам переписи, в том числе погубернские выпуски, общий свод результатов переписи, специальные выпуски по занятиям населения, рабочим и прислуге.
Анализируются проблемы разной интерпретации исследователями данных переписи 1897 г. в определении численности казахов и состава населения Казахстана по материалам агрегированных данных, обусловленные рядом факторов: несоответствие исторических и современных административно-территориальных границ; установление этнической принадлежности человека на основании родного языка. Уделяется внимание проблемам сбора и обработки данных, которые, по мнению исследователей, могли повлиять на качество некоторых результатов переписи 1897 г.
Делается вывод о том, что отмеченные недостатки в целом не уменьшают значения материалов переписи 1897 г. для истории казахского народа и Казахстана, тем не менее, некоторые опубликованные данные требуют критического подхода и проверки.
The article studies the peculiarities of spatial peculiarities of the northern areas of the Krasnoyarsk Territory, using three approaches: latitudinal (north-south), longitudinal (west-east) and the development type (intensive, extensive or nature preserving). Each of the approaches characterizes certain aspects of the regional policy aimed at the northern territories. The analysis reveals the main tendencies and trends in the prospective development of the northern areas, and facilitates formulation of the issues that require a regulatory-legal and organizational-administerial consideration. It is concluded that there is a need for a differentiated regional policy concerning separate zones of the northern territories and also on expediency of consideration of the northern macroregion as an independent strategic planning subject at the regional level
