Кожедуба, Харків ІНФОРМАТИЗАЦІЯ УПРАВЛІННЯ СТРУКТУРНОЮ ДИНАМІКОЮ СКЛАДНИХ БАГАТОСТРУКТУРНИХ СИСТЕМ ВІЙСЬКОВОГО ПРИЗНАЧЕННЯ ПРИ ДИНАМІЧНІЙ ЗМІНІ ОБСТАНОВКИ В РАЙОНІ ВЕДЕННЯ БОЙОВИХ ДІЙ В статті розглядаються концептуальні і змістовні аспекти інформатизації управління структурною динамікою складних багатоструктурних систем військового призначення. Наводиться розширене тлумачення таких понять, як структурна динаміка, управління структурною динамікою, виділяються основні типи структур складних багатоструктурних систем військового призначення, формулюються положення, що відносяться до подання інформаційно-телекомунікаційного середовища і єдиного інформаційно-комунікаційного простору, розглядається питання моніторингу станів середовища, в якому ведуться операції (бойові дії). Виділяються основні групи деструктивних впливів на складні системи військового призначення, що мають безпосереднє відношення до негативного впливу на процеси управління структурною динамікою складних систем та інформатизацію цих процесів. Інформатизація управління структурною динамікою складних систем військового призначення подається як організаційно-технічний процес, в основі якого покладене застосування інформаційних засобів і технологій формування і реалізації управлінських рішень на етапах планування і ведення операції (бойових дій) угрупованнями збройних сил для забезпечення ефективного управління структурною динамікою складних систем військового призначення. До технологічної основи інформатизації відносяться телекомунікаційно-інформаційні технології, що реалізуються у відповідності з принципами системного підходу. У статті в систематизованому вигляді викладені елементи методології формування концепції розвитку і технічних обрисів зенітних ракетних комплексів як структурних компонентів перспективної системи озброєння протиповітряної оборони, обґрунтування і реалізації вимог, що висуваються до них. Приведені методологічні положення з розробки концептуальних проектних моделей зенітних ракетних комплексів, що служать основою для безпосереднього виконання проектно-конструкторських робіт на стадії дослідноконструкторських робіт. Передпроектні дослідження і зовнішнє проектування розглядаються як етапи робіт, у межах яких мають бути обґрунтовані загальна концепція та технічний обрис перспективного зенітного ракетного комплексу, проведено обґрунтування його місця й ролі у складі системи озброєння протиповітряної оборони (угруповання протиповітряної оборони). Окреслено, що формування загальної концепції і вибір технічного обрису перспективного зенітного ракетного комплексу мають здійснюватися на основі спільного врахування оперативно-тактичних, науково-технічних і виробничо-економічних факторів, від яких залежить можливість створення зенітного ракетного комплексу, з системним розглядом таких аспектів, як необхідність, можливість і доцільність створення нового зенітного ракетного комплексу при існуючих обмеженнях. Робиться висновок про те, що при створені перспективних складних зенітних ракетних комплексів особливе значення мають перші етапи їх проробки, на яких формуються концептуальні проектні моделі і обґрунтовуються оперативно-тактичні вимоги, що висуваються до них, при цьому особлива роль в передпроектних дослідженнях має відводитися імітаційному моделюванню, як інструментальному засобу, що дозволяє відтворити процеси бойового застосування зенітних ракетних комплексів у різних умовах оперативно-тактичної обстановки.Ключові слова: концептуально-обрисові дослідження, оперативно-тактичні вимоги, концептуальна проєктна модель, технічний обрис.
