Одной из особенностей российских городов является наличие значительной доли частного сектора и других негородских пространств, включенных в черту города. Как правило, эти пространства рассматриваются и в генпланах развития городов, и в исследованиях ученых как «пустые пространства», подлежащие трансформации в настоящий город. Проблема «невидимок» (городских маргиналов), сопутствующая теме «пустых пространств», многократно анализировалась в европейском и американском контекстах, однако в этих случаях она, как правило, была связана либо с бедностью, либо с этнической дискриминацией, что существенным образом сказалось на подходе к этой проблеме в России. Отечественные исследователи зачастую рассматривают эти группы исключительно как социальных аутсайдеров, которых необходимо так или иначе адаптировать к городским условиям. В настоящей статье предлагается иная позиция наблюдателя. Предметом анализа становятся не столько причины попадания в эти пространства или формы адаптации «невидимок» к привычным формам социальной жизни, сколько образ жизни и самосознание жителей негородских анклавов. Эмпирическим материалом выступают включенное наблюдение, две серии неформализованных биографических интервью, проведенных авторами в 2018–2019 и 2020 году в Хабаровске. Дополнительным материалом является изучение карт города и данных официальной статистики. В статье показано, что сообщества жителей негородских пространств городов обладают специфическим способом производства пространства, активно взаимодействующим с собственно городским пространством и меняющим его по своему образу и подобию. Описанный в статье образ жизни для подавляющего большинства респондентов является не столько вынужденной мерой, сколько осознанным выбором. В настоящей статье авторы ставят своей целью выявить и описать особенности образа жизни названных выше групп, обстоятельства, детерминирующие их выбор этого образа жизни.
В статье анализируются социальные процессы, протекающие в пространстве, которое с точки зрения власти оказалось «пустым», лишилось социального измерения как результат сжатия социального пространства. В нем не остается ничего, что имеет интерес для власти и властных агентов, способных представлять власть на территории. Такое пространство превращается в территорию, понимаемую как чисто географическое образование, пригодное только для политической презентации и освоения в рамках неких глобальных проектов. Для управления такой территорией складывается особый режим, который мы обозначили как «периферия власти». Однако отсутствие интереса власти и формальных структур для сбора информации на такой территории не исключает наличия здесь социальных процессов, которые протекают за пределами властной рефлексии. Описание особенностей социальных процессов и ключевых акторов на периферии власти и выступает целью данной статьи. В ходе серии экспедиций в районах верхнего течения р. Лены (2018–2022 гг.) было обнаружено, что на этой территории складывается особый локальный порядок, существующий рядом с глобальными проектами, но не пересекающийся с ними; он невидимый как для них, так и для власти. Для власти государства важно лишь то, чтобы в «пустоте» не возник иной, альтернативный источник силы, представляющий иные правила игры. Предполагается, что наличие на территории крупных корпораций позволит вновь превратить ее в социальное пространство, возродить здесь жизнь. Однако, как показало исследование, корпорации существуют в пространстве, не пересекающемся с местными жителями. Для того чтобы связать пространства, образуемые в этом локале властью различного уровня, корпорациями и местным миром, необходим медиатор, который мог бы, с одной стороны, действовать в «пустоте», то есть не быть властью, с другой, иметь возможность эту власть мобилизовать. Вариант появления и деятельности такого медиатора, обнаруженный в ходе полевого исследования, описывается в настоящей работе. Как представляется, он и производит тот локальный порядок, который способен сосуществовать с властью, оставаясь для нее невидимым и неопасным.
