The drafts of Federal state educational standards in the direction “Technosphere Safety” which on the instructions of the Ministry of Education and Science of the Russian Federation were processed in connection with adoption of the Federal law “About education in the Russian Federation” No. 273 dated 29.12.2012, taken effect from 01.09.2013. The contents of standards didn´t undergo essential changes: the educational program of applied bachelor training is entered; the rights of higher education institutions in formation of the curriculum and the educational programs providing the achievement of competences regulated by the standard and results of training are expanded; requirements to educational institutions realizing the educational programs on material, technical, personnel and educational support are specified and expanded. Standards to the present aren´t approved and are published for the purpose of informing of higher education institutions and the faculty on planned changes in higher education standardization system. To the approval of standards the standards which have taken effect since 01.09.2011 work.
Образование Education 72 Причины разработки стандартов аспирантурыПочему потребовалось разработать новые стандар-ты подготовки научно-педагогических кадров в аспи-рантуре? Это связано с принятием и вводом в действие с 1.09.2012 г. нового федерального закона «Об образова-нии в Российской Федерации» (ФЗ). Закон разработан в целях совершенствования законодательства РФ в обла-сти образования и является основополагающим право-вым актом в сфере образования.В [1] были представлены проекты модернизиро-ванных в соответствии с ФЗ федеральных государ-ственных образовательных стандартов (ФГОС) ба-калавриата (20.03.01 4 ) и магистратуры (20.04.01) по направлению «Техносферная безопасность». Законом введен третий уровень высшего образования -под-готовка кадров высшей квалификации, к которой от-несены программы подготовки научно-педагогиче-ских кадров, программы аспирантуры, ординатуры, ассистентуры-стажировки.Цель введения третьего уровня высшего обра-зования -гармонизация отечественной системы образования с системой высшего образования, дей-ствующей на общеевропейском образовательном пространстве. Тем не менее российские программы подготовки научно-педагогических кадров в аспи-рантуре, разработанные по нормам нового закона, еще не будут в полной мере соответствовать про-граммам третьего цикла высшего образования зару-бежных университетов, ведущих к присвоению сте-пени доктора философии (PhD) [2].В [3] подробно рассмотрены ключевые вопросы и проблемы развития программ аспирантуры в услови-ях введения федерального закона «Об образовании в Российской Федерации». Определены особенности образовательных программ и стандартов. Описаны нормативные документы, разработка которых обеспе-чит качественную реализацию образовательных про-грамм подготовки научно-педагогических кадров.УДК 378
The paper analyzes teaching techniques applied by the Department of Ecology and Industrial Safety of Bauman Moscow State Technical University (BMSTU) for students of «Safety in Technosphere» («Critical Incidents Response» major). Technique is based on contemporary computer technology and the developed complex of teaching programs.
In estimating the safety of underground pipeline operated in complicated engineering and geological conditions, it is necessary to know and consider the main regularities caused by pipeline interaction with soil. Presented in this article mathematical model of pipeline spatial bend under the action of group of loadings and influences allows estimate influence of complicated geological conditions and design features on pipeline’s stressed-deformed state and reliability.Keywords: acceptable risk, admissible risk, practical expediency principle.
Risks of technogenic and natural character are actual threats of safety of Russia now and in the nearest future. For effective formation of skills related to person’s behavior in crisis situations it is a good practice to use widely information technologies based on computer modeling, use of geographical information systems, virtual reality elements. For training and professional development of specialists who are responsible for health and safety and civil defense, training of bachelors and masters in the “Technosphere safety “direction 280700, carrying out scientific researches in the area of protection against threats of technogenic and natural character, exercise of officials’ functional duties on emergency prevention and elimination, and fire safety ensuring, operational staff on emergency elimination, an operational duty shift an educational and scientific center of management in crisis situations (CMCS) is created at "Ecology and Industrial Safety" Chair”1 of Bauman Moscow State Technical University. The center can become an important element related to assumed deployment of pilot network of centers of control in crisis situations for ensuring complex safety on science and education objects.
