This research article studies the problem of inconsistency of higher-educated personnel training structure to the current and future sectoral specialization of the Russian economy. One of the key tasks of the higher education system in any country is to train personnel who would be demanded by economy in the future. The responsibility for balancing the structure of training higher-educated personnel with the needs of organizations and various industries lies both on the government authorities and on the universities themselves. The authors analyze the correspondence of the structure of training personnel with higher education to the current and future needs of the socio-economic development of Russia in general and its regions in particular. In the course of the study, the structure of training personnel with higher education by enlarged groups of specialties and training programs has been compared with the current and prospective structure of the gross regional product, as well as with the distribution of the employed by sectors of the economy of all Russian Federation constituent entities. The results of the analysis by federal districts are based on the data obtained for the constituent entities, and make it possible to assess the imbalance in the structure of training personnel with higher education, to formulate possible reasons for the existing imbalances at the regional, federal, and universities’ levels. The study is based on the documents of the Ministry of Education and Science of Russia concerning the distribution of admission control figures by the Russian Federation entities and enlarged groups of specialties and training programs, aswell as on the information from the Federal State Statistics Service. For most regions of Russia, the results of the analysis revealed the problem of inconsistency between higher-educated personnel training structure and the structure of the need for personnel as determined by the goals and objectives of socio-economic development. A possible way to solve this problem is to revise the universities’ development programs with due consideration of the long-term regional development prospects supported by a system of institutional measures on the part of education authorities, industries, and regions.
The research article considers an influence of university research funding on the development of different kind of universities. During last 10–15 years a lot of strategic documents regarding development of science and higher education mention an importance of intensive grow on research in universities. They should transform to research centers instead of just education facilities, lead a scientific field in Russia. Presumably such additions in science management practices as new evaluation, stimulation and efficiency improvement instruments and mechanisms will increase an influence of R&D departments on whole university development.The main purpose of current article is to analyze trends in shifts of research funding indicators for universities of different profiles and for higher education sector in general; to compare research funding volume with public indicators of university development; to evaluate the impact of research in higher education to higher institution development indicators. During the study our group has analyzed connections between research funding indicators and individual R&D efficiency indicators at universities. The analysis is based on statistics from Federal State Statistics Service, and annual monitoring of university activities for the period 2014–2020, from Ministry of Education and Science of Russia. The result of the study shows an insignificant effect of university research funding volume to university development indicators; high government participance in higher institutions research development; significant irregularity and historical inertia in reorganization of universities to large scientific and education centers.
This research article is devoted to assessing the compliance of quantitative and structural indicators of the personnel higher education with the needs of the country's economy. The authors try to determine the main directions for providing the economy with professional staff and the resulting tasks that universities face. The purpose of this article is to compare various indicators of the structure with higher-educated graduates' number in Russia and in OECD countries (by areas of training), to find out the trends in this sphere, and to identify the reasons for the structural and quantitative discrepancy between the training of professional personnel in Russia and the need for them. There is studied the correspondence of the personnel training structure indicators in Russia by integrated groups of specialties to the predicted indicators of the sectoral structure of gross regional products and employment by types of economic activity. The article also analyzes the indicators of higher educated personnel training per ten thousand people and per GDP for Russia, Germany and the United States. Some results of additional analysis might be interpreted in different ways; the authors' hypotheses make it possible to eliminate the possible contradictions obtained. An important result substantiated in the article is the medium-term shortage of personnel with higher education, as the number of professional personnel employed in the economy grows to compensate for the low level of labor productivity, the latter happening due to the scientifically and technologically lagging economy. Based on the results of the analysis, there are proposed higher-educated specialists' shortage compensation mechanisms. This is wherefrom the urgent tasks of university management arise, their solution being of the utmost importance in the current work of university leaders at all levels. The article might be of interest for university leaders and employees, as well as for researchers specializing in the economics of higher education.
