Purpose – The purpose of this paper is to investigate the development and implementation process of the balanced scorecard (BSC) approach in an educational institution in the context of the Turkish educational system. It also aims, on the basis of the results of the applications in a particular school, to define principles through which the development of BSC could be successfully achieved. Design/methodology/approach – The study adopts a design-based research method which provides a particularly useful approach to the solution of real problems in the field of education. The study was carried out in a private educational institution with 161 members of staff including managers, teachers and personnel of the support units. Scorecards for the institution as well as 161 members of staff were developed. Findings – The examination of the developmental process suggests 12 design principles: willingness to change; managerial support; flexible management structure; appropriate team members; training of staff; availability of strategic planning; distinctive BSC dimensions; smart strategic objectives; balance between leading and lagging indicators; developing individual scorecards; open communication system; structured report format. Originality/value – This is the first study that develops BSC for a school in a Turkish context. The design principles, the author believes, are particularly useful for schools that do not have a strategic performance management background. This study is also important in terms of putting forward the applicability of BSC in educational organizations in different cultures and thus gaining new insights about the developmental process of BSC.
This study aims to determine prospective teachers’ perceptions on the basic concepts of the education system in terms of its inputs, processes and outputs through metaphors. Phenomenological analysis was used. The participants were senior students from Gaziantep University, English Language Teaching (ELT) department and pedagogic formation program students from the English Language and Literature (ELL) department. The data were collected by asking about metaphorical perceptions related to the concepts of student, parent, school, school principal, curriculum, teaching materials, principles and methods of teaching, assessment and evaluation, ethics, class management, success and graduate students. Content analysis was employed for analysis. Teacher candidates produced 528 valid metaphors related to 13 concepts of education system. Out of these, 269 metaphors were positive, 109 were negative and 150 were related to basic features of education system. While 34 prospective teachers from ELL department produced 338 metaphors, 18 prospective teachers from ELT department produced 190 metaphors. The perceptions of teacher candidates in both groups were similar in terms of teacher, student, parent, school principal, teaching materials, ethics, and success. While ELL department students identified the concepts of school and graduate more positively, ELT department students described curriculum and classroom management more positively.
Bu çalışmanın amacı, Türk eğitim sisteminin mevcut öğretmen ve yönetici yetiştirme dinamikleri göz önüne alınarak birleştirilmiş sınıflı okullarda müdür yetkili öğretmenlik görevini yürüten öğretmenler ile eğitim fakültesi sınıf öğretmenliği bölümü son sınıf öğrencilerinin "müdür yetkili öğretmenlik" kavramına ilişkin görüşlerini karşılaştırmalı bir şekilde incelemektir. Çalışma nitel betimsel bir araştırma olup, veriler yarı yapılandırılmış görüşme formu ile toplanmıştır. Çalışma gruplarından ilkini 10 müdür yetkili sınıf öğretmeni, ikincisini de 52 sınıf öğretmenliği son sınıf öğrencisi oluşturmaktadır. Veriler içerik analizine tabi tutulmuştur. Müdür yetkili öğretmenlerin tamamı ve öğretmen adaylarının da büyük bir kısmı müdür yetkili öğretmenlik kavramını olumsuz ifadeler kullanarak değerlendirmekle birlikte müdürlük ve öğretmenliğin farklı görevler olduğunu, kesinlikle böyle bir görevin yöneticilik formasyonu olmayan, deneyimsiz öğretmenlere verilmemesi gerektiğini ifade etmişlerdir. Katılımcılar bu görevin iş yükünü artırarak çok zaman aldığını, yorucu olduğunu ve tükenmişlik hissi yarattığını; görevi yerine getirecek kişinin lider, yönetim bilgisi ve iletişim becerisine sahip, gönüllü, sorumluluk sahibi ve adil olması gerektiğini belirtmiş ancak müdür yetkili öğretmenliğe ciddi bir alternatif üretememişlerdir. Tüm katılımcılar lisans eğitiminde alınan dersleri ve bu dersleri veren öğretim elemanlarını akademik açıdan yetersiz bulmuş, birleştirilmiş sınıflarda staj yapılmasını, derslerin içeriğinin değişmesini ve göreve yeni başlayan öğretmenlere danışman atanmasını önermişlerdir.
Bu araştırmanın amacı, okul yöneticilerinin kullanmakta oldukları Eğitim Yönetimi Bilgi Sistemlerinden (EYBS) memnuniyet düzeylerini ve bunu etkileyen bazı faktörleri incelemektir. Bu amaçla 142 okul yöneticisine, araştırmacılar tarafından geliştirilen EYBS Değerlendirme Anketi uygulanmıştır. Toplanan verilerin analizinde betimsel istatistik ve regresyon analizi yöntemleri kullanılmıştır. Araştırma sonuçlarına göre, okul yöneticilerinin kullanmakta oldukları EYBS'lere yönelik memnuniyet düzeyleri yüksektir. Ayrıca okul müdürleri, EYBS'yi oldukça faydalı ve görevlerine uygun bulmaktadırlar. Araştırmanın ortaya koyduğu bir diğer sonuca göre ise, yöneticilerin EYBS'den duydukları memnuniyet ile algılanan fayda ve göreve uygunluk arasında pozitif ve anlamlı bir ilişki olduğudur. Bu iki değişken de memnuniyetle pozitif korelasyona sahiptir. Regresyon analizi sonucunda, okul yöneticilerinin EYBS'den duydukları memnuniyetin %26'sının faydalılık ve göreve uygunluk faktörlerinden kaynaklandığı tespit edilmiştir.
