Poverty is a major menace in Nigeria. There is an increasing concerns by the government, international and local aid donors for concrete evidence to be supplied on the impact of such public programmes that aims at reducing poverty. This research focused on the impact of USAID-MARKETS II project on poverty status of rice farming households in Ebonyi state, Nigeria. Multi-stage sampling procedure was used to select 239 participants and 252 non-participants of USAID-MARKETS II project for the study. Data were collected from primary source with the aid of structured questionnaire and field observations and analyzed using descriptive statistics (mean and standard error) and inferential statistics (FGT Measures, Propensity Score Matching and LATE Model). The result reveals that participation in USAID-MARKETS II project increased the participants monthly per capita income by N5336.9 (45.5% increment) as reveals by PSM (Propensity Score Matching) while the LATE (Local Average Treatment Effect) estimates shows that USAID-MARKETS II significantly, and positively increased per capita income of the participants by N1193.86 (5.4% increment). The result further shows that the increment was more on the poor participants' monthly per capita income than on their non-poor counterpart. The study suggested that USAID-MARKET II project should be replicated in other parts of the state that were not initially involved in the project because of its pro-poor nature and positive impact. In addition, future USAID-MARKET project design should incorporate the socio-economic variables, norms, and culture of Ebonyi people for greater impact.
Le présent article porte sur : « les conflits liés à la gestion des puits pastoraux ». En effet, la gestion des puits communautaire dans certaines localités du Niger ne se fait pas sans embuches et, à cet effet, préoccupe beaucoup les acteurs politiques, les scientifiques etc. Dans la présente recherche, il s’agit d’analyser les fonctionnements des puits pastoraux et les conflits qu’ils engendrent dans la commune de Kanembakache. Les travaux sont menés dans la commune et précisément au niveau des sites qui sont caractérisés par des conflits récurrents. Dans cette recherche, nous nous sommes interrogés sur la question suivante : comment les puits pastoraux fonctionnent-ils dans la Commune de Kanembakache ? Cette question principale de la recherche nous amène à formuler deux (2) questions subséquentes : i) l’exclusion des transhumants dans l’organisation mise en place autour des puits pastoraux n’explique-t-elle pas certains conflits et la mauvaise gestion de ces ouvrages dans la Commune rurale de Kanembakache ? ii) le mécanisme de gestion mis en place n’est-il pas source de conflits entre les sédentaires et les transhumants ? Pour atteindre l’objectif général assigné à cette recherche et répondre à toutes les questions posées, nous avons fait recours à la méthodologie mixte (méthode quantitative par questionnaire et qualitative à travers des guides d’entretien) tout en nous référant à la théorie conflictuelle durkheimienne. Au terme de la recherche, les résultats prouvent qu’au sein de cette commune, il y a exclusion des vrais propriétaires (les transhumants) ce qui crée des tensions ou des situations de conflits entre eux et les sédentaires. This study aims is to identify the level of integration of the female component in development actions at the level of the urban commune of Matamèye. It is based on an exploitation of the field data with the help of a maintenance guide, a questionnaire and the support of the Municipal Development Plan. The interview took place in the semi-structured form. It is clear that there are more than a hundred registered women's groups both in the commune and in the departmental service. These groups operate in the following activities: extraction of peanut oil, market gardening, manufacture of traditional spaghetti and garin yara. The promoters of these activities do not complain. Indeed, even if these results do not live up to expectations, we must encourage the initiatives of the municipality which try with little means to create a framework that allows these structures to evolve in complete independence. Nevertheless, there are conflicts of jurisdiction in the granting of official authorization to these groups between the supervisory authority and the newly elected administration. Each of the two parties believes that it is up to the municipality to issue them according to the local authorities code according to the ordinance n ° 2010-54 of 17 September 2010. That is why we say that the conflicts of competence between the supervisory authority and the newly elected government that often appear must not hamper local development actions, the principle for which decentralization has emerged. En effet, même, si ces résultats ne sont pas à la hauteur des attentes, il faut encourager les initiatives de la commune qui essaient avec peu de moyens de créer un cadre qui permet à ces structures d'évoluer en toute indépendance. Néanmoins, il existe des conflits de compétence dans l'attribution de l'agrément officiel à ces groupements entre l'autorité de tutelle et la nouvelle administration élue. Chacune des deux parties pensent que c'est à elle d'en délivrer alors que selon le code des collectivités territoriales suivant l'ordonnance n°2010-54 du 17 septembre 2010, ce pouvoir revient à la commune. C'est pourquoi nous disons que les conflits de compétences entre l'autorité de tutelle et la nouvelle administration élue qui apparaissent souvent ne doivent pas entraver les actions de développement local, principe pour lequel est issue la décentralisation.
This research focuses on the political participation of women in Niger. In addition to the documentation on the subject, we conducted interviews with women and political party leaders. Thus, the quest for equality is more than ever a concern of Nigerian women. In this article we asked the following research question: how can we explain the contribution of the feminine gender to political development in Niger? The general objective pursued through this article is to analyze the contribution of women in political development in Niger. To answer the research question and check the general objective the qualitative method through maintenance guides was used. After analyzing the data, the results show that politics is still an exclusively male domain or that there are many institutionalized discriminations, the dominance of political space by men being the rule, although it did not exclude a certain presence women. The results also show that the question of the presence of women in public life in general and political space in particular is a global challenge to harmonize the political space of Niger.
