The rural communities living around the National Park are generally farmers. They are less empowered and classified as poor. This is due to the relatively low capacity of the farmers. In order to be more empowered, the farmers need to improve their capacity. This study aimed to analyze the factors that directly and indirectly affect the capacity building of agroforestry farmers around the National Park. This study was conducted in Kuningan and Majalengka Districts of West Java Province for four months, from July to October 2017. This research used cluster random sampling technique based on the location of agroforestry Forest Farmer Group (FFG) in the buffer zone of Gunung Ciremai National Park. The sample size was 310 members of agroforestry Forest Farmer Group. Results show that the capacity of agroforestry farmers around the National Park was low. This is due to the low level of formal education, farming experience, cosmopolitan level, and small sized farmland of farmers. It is also caused by low environmental support factors (economic accessibility, ecological conditions, FFG role) and low participation of farmers in agroforestry both economically and socially.

Agroforestry farmers are generally less empowered and relatively poor. This is because of their dependance on government programs. Informal leaders are one of the driving factors to improve farmers' empowerment. The power of informal leaders' influence is in line with the level of leadership in affecting the empowerment of farmers. Informal leadership will have more impacts on agroforestry farmers when it is supported by optimal forestry extension. This study aims to analyze the influence of forestry extension on the role of informal leadership to the community surrounding the national park. The research was conducted in Kuningan and Majalengka Districts, West Java Province, which was held from July to October 2017. The method used was cluster random sampling technique with cluster location of agroforestry forest farmer group in the buffer zone of Gunung Ciremai National Park area. Data were collected by households survey on 310 agroforestry farmers. The results showed that informal leadership roles were low. This is due to the low support of forestry extension are indicated by forestry extension competency, activities, methods, materials and intensity of forestry extension. Factors of forestry extension agent's competencies and extension intensity have a major influence on the role of informal leadership.

Objective – The number of participants in the labor social security program in Indonesia managed by BPJamsostek, namely the Labor Social Security Administering Body, is still relatively low compared to the number of people working in Indonesia. Labor social security practitioners, or Account Representatives, are tasked with carrying out the process of acquiring new participants. The competence of practitioners needs to be further investigated to ensure their performance in increasing membership coverage. Methodology/Technique – This study involved 335 practitioners in BPJamsostek branch offices in major cities throughout Indonesia. The sampling method used was purposive random sampling and the analytical tool used was descriptive statistical methods to map the perceptions and opinions of practitioners regarding their competence. Findings & Novelty – It is found that the practitioners are bachelor’s degree graduates who have various educational backgrounds. This is very useful for making acquisitions of potential participants who also have diverse work professional backgrounds from both formal and informal sector workers. Career opportunities up to the highest level in the institution for practitioners are also wide enough to become Director, even as President Director. It was also found that the majority of respondents, 93.1%, stated that they were ready to face future jobs in the context of participation in social security programs for employment. However, this readiness must be supported by the competencies that must be possessed by them, because 94.0% of the respondents stated that the competency development process was important and 52.5% stated that the opportunity to obtain competency development programs was not evenly distributed among practitioners. To meet the very large coverage of employment social security of Indonesian workers, including the growth of jobs in the future, labor social security practitioners need an adequate development process to become competent practitioners in their fields. This study aims to analyze the objective conditions of the competence of labor social security practitioners in Indonesia today, analyze and formulate competency standards for the field of labor social security, and design competency models of labor social security practitioners to produce competent labor social security practitioners in dealing with jobs in future. Primary data will be collected by distributing questionnaires to 300 labor social security practitioners and will be analyzed to produce situational analysis. In-depth interviews will be submitted to 20 experts to explore the competencies of labor social security practitioners and the results will be outlined according to the Soft System Methodology stage. The data will be processed using the Strategic Assumption Surfacing and Testing to identify strategic assumptions, Interpretive Structural Model to design system modeling, and Analytical Hierarchy Process to set strategic priorities.
