The impacts of climate change are already visible throughout the world. Recognizing the threats posed by climate change, the Durban Platform, the 17th Session of the Conference of Parties (COP 17), underscores that the global nature of climate change calls for the widest possible cooperation and ambitious action by all countries. A crucial starting point for the design of effective and publicly acceptable policies is to explore public preferences for climate policy instruments. Using a choice experiment, this study investigates public preferences for carbon tax attributes in a developing country context. The results account for heterogeneity in preferences and show that Turkish people prefer a carbon tax with a progressive cost distribution rather than one with a regressive cost distribution. The private cost has a negative effect on the probability of choosing the tax. Earmarking carbon tax revenues increases the public acceptability of the tax. Moreover, there is a preference for a carbon tax that promotes public awareness of climate change.
Using the data from the 2006 Programme for International Student Assessment (PISA), this study sheds light on the gender gap in mathematics and science achievement of 15-year-olds in Turkey. We apply a semiparametric Oaxaca-Blinder (OB) decomposition to investigate the gap. This technique relaxes the parametric assumptions of the standard OB decomposition, accounts for the possible violation of the common support assumption and allows us to explore the gender test score gap not only at the mean but also across the entire distribution of test scores. Our findings provide evidence that the failure to recognize the common support problem leads to the underestimation of the part of the gap attributable to observable characteristics. We find that girls outperform boys in science while the gap is not statistically significant in math. School characteristics are the most important observable characteristics in explaining the gap. We also find that the gender test score gap changes across the distribution.
We exploit the 1997 school reform that increased compulsory schooling from 5 to 8 years to investigate the causal effect of education on emigration intentions. Our IV estimates indicate that an additional year of schooling increases the probability of reporting the intention to emigrate by 24 percentage points. Moreover, we provide evidence that the identified effect of education on emigration intentions does not operate through financial dissatisfaction but rather through displeasure at a bleak political environment that better educated people are more keenly aware of.

This study investigates the role of self-employed parents on their children's post-graduation plans and college success by using a unique data set from a private university in Turkey. We assembled data set by matching college students' administrative records with their responses to a survey we designed. Self-employed parents have a strong negative effect on college success even after accounting for possible ability bias, intergenerational human capital transfers and controlling for various individual characteristics. This suggests that the changing importance of self-employment can alter the amount and mix of human capital flows. The children of self-employed parents are also more likely to have entrepreneurial intent, and are less likely to plan to attend graduate school.JEL Classification: J24
