Résumé Après l’échec de la répression sévère du duc d’Albe, Philippe II d’Espagne mène durant les vingt dernières années de son règne une politique différente de pacification et de réconciliation qui permet de renouer les liens du pacte politique et religieux entre le prince et ses villes des anciens Pays-Bas. La question de l’adhésion des populations à cette reformulation des normes est un élément-clé pour comprendre le succès de cette politique de reconstruction de la fidélité des Pays-Bas méridionaux. La rénovation et la modernisation du contrôle social, la pratique interactive du pardon et de la réintégration dans une société prônant le catholicisme tridentin, tout comme les nouvelles délimitations entre ce qui est acceptable et ce qui tombe sous le coup de l’arsenal répressif, sont les éléments déterminants des pratiques de réconciliation et de leurs limites.
Social Mixedness, Habitat and Home Ownership : Saint Jacques' Parish in Valenciennes in 1602, Through a Hundredth Book.
A hundredth levied in 1602 in Valenciennes makes a census of the 900 real estate properties of Saint Jacques' parish. Neither rich, nor a proletarian ghetto, this parish provides a dwelling for its 3,300 inhabitants in 825 houses, 24 huisines and 42 yards and gardens whose average yearly renting value reaches £32 in Hainaut currency.
Less than 400 landlords own this real estate property. They derive about £85 of yearly income from it, and inhabit only one fourth of these houses.
The social web ignores almost completely both nobles and notables (0.5 % of the households), but leaves a large share to people in the trades : hotel keepers, brewers, tanners live in the houses with the highest value and in precise areas. The official poor (12 %) and the soldiers (4.5 %) are scattered over the whole urban network.
À la fin du xvi e siècle, la monarchie hispanique s’interroge sur les moyens de mettre fin à la rébellion des Hollandais et de restaurer l’unité politique et religieuse de ses Pays-Bas. Elle reçoit et examine, dans cette optique, des projets arbitristes, basés sur la guerre économique et sur la redéfinition de sa politique commerciale et de celle des Pays-Bas avec leurs voisins. L’analyse de ces projets permet de comprendre comment la monarchie hispanique élabore sa réflexion stratégique et sa politique hégémonique à partir de projets individuels, et de suivre le processus décisionnel au sein des arcanes du système impérial, entre la Cour d’Espagne et la capitale secondaire de Bruxelles. Elle montre aussi comment s’expriment leurs auteurs, qui se posent en serviteurs zélés du souverain, et comment et la monarchie hispanique régule ce discours politique.
